About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Principal Internal Auditor leads the Internal Audit Branch in delivering independent auditing, monitoring, and evaluation services across financial, performance, systems, and technical areas within NCDC. The role ensures audits are conducted in line with relevant legislation, auditing standards, and internal policies to strengthen governance, risk management, compliance, and asset protection. By working closely with the City Manager, NCDC Board, Audit Committee, and external oversight bodies, the Principal Internal Auditor promotes accountability, transparency, and continuous improvement across the organisation.

Role Purpose
The role exists to provide independent assurance on the effectiveness of NCDC’s internal controls, risk management, and governance processes through comprehensive audit planning, execution, and reporting. It also ensures monitoring and evaluation of audit recommendations to improve organisational performance, compliance, and operational integrity.

Key Responsibilities
  • Lead the development and execution of the annual internal audit plan in line with organisational and audit committee requirements
  • Conduct and oversee financial, performance, systems, compliance, and technical audits in accordance with auditing standards and legislation
  • Identify risks, control weaknesses, and non-compliance issues, and develop practical, evidence-based recommendations
  • Lead investigations and special audit assignments, ensuring objectivity, confidentiality, and integrity
  • Prepare and present audit reports, findings, and recommendations to the City Manager, NCDC Board, and relevant committees
  • Oversee monitoring and evaluation of audit recommendations to ensure effective implementation across NCDC branches
  • Supervise and manage the Internal Audit Branch, including staff performance, development, and work planning
  • Maintain strong coordination with internal directorates and external stakeholders such as the Auditor General and Ombudsman Commission
  • Ensure all audit activities comply with relevant legislation, internal policies, and professional auditing standards

Education & Qualifications
  • Bachelor’s Degree in Commerce (Major in Accounting), Financial Management, or equivalent is essential.
  • Hold full CPA PNG Qualifications
  • Hold membership with at least one of either the Institute of Internal Auditors and PNG Association of Accountants
  • Hold a minimum Class 3 Drivers License
Skills & Knowledge
  • Strong knowledge of auditing principles, methodologies, and international auditing standards
  • Sound understanding of public sector legislation, governance frameworks, and compliance requirements
  • Strong analytical and critical thinking skills for assessing risks, controls, and organisational performance
  • High-level leadership and people management skills, including team supervision and capability development
  • Excellent written and verbal communication skills for reporting and stakeholder engagement
  • Strong stakeholder management skills with the ability to engage senior executives and external oversight bodies
  • Solid understanding of risk management, internal controls, and performance evaluation frameworks
  • High level of integrity, professionalism, confidentiality, and commitment to ethical standards
  • Ability to work independently, manage complex audit programs, and meet strict reporting deadlines

Work Experience
  • At least 8 years of work experience in an internal audit environment as Principal Internal Auditor or equivalent, across all areas of organisational operations.
  • At least 4 years of proven leadership experience, including successfully managing a team of auditors and coordinating audit activities.
