PROCUREMENT AND CONTRACTS MANAGER – OFFICE OF DEPUTY CHIEF OPERATING OFFICER
Reports To: Deputy Chief Operating Officer
Location: POM Branch
The Procurement & Contracts Manager is responsible for the strategic end-to-end management of the Bank’s procurement and contract management functions. The role, ensuring that all purchasing and contracting activities are conducted in transparent, efficient, and cost-effective manner while complying with relevant laws, regulations, and internal policies. The position oversees procurement planning sourcing, contract development, negotiation, administration, and compliance to ensure that contractual obligations are fulfilled and risks are effectively managed.
Education/Qualification/Experiences/Skills/Competencies
- Minimum Qualifications & Certifications
- Bachelor’s degree in supply chain management, Business Administration, Law or related field
- Professional certification in Procurement or Contract Management is highly preferred.
- Legal background is preferred but not mandatory.
- Professional Work Experiences
- Minimum of 5-7 years of relevant experience in procurement or supply chain management and contract management
- With at least 3-5 years in leadership or senior management capacity, overseen high volume of portfolios.
- Demonstrate extensive knowledge and experience in navigating the National Procurement, public frameworks along with the Public Service Tendering Process and its requirements, is highly advantageous.
- A solid grasp of procurement processes, contract law, and supply market dynamics is essential for this role.
- Proficiency in Oracle systems and e-procurement platforms is highly desirable.
