Procurement Officer

Position Description

Role Purpose

Reporting to the Supply Chain Manager, the Procurement Officer is responsible for ensuring that all of Save the Children’s procurement policies, processes, and procedures are followed when procuring goods and services for the country offices programmes and operations, and that all processes follow an underlying principle of value for money.

Key Areas of Accountability

  • Implement procurement activities and services as needed and requested for Save the Children programmes and operations.
  • Ensure adherence to Save the Children policies, principles and procedures at all times when conducting procurement activities.
  • Support, demonstrate, and uphold the principle of value for money in all procurement activities.
  • Initiate and maintain constructive relationships with existing suppliers, while assisting with the exploration of new supplier relationships.
  • Assist in identifying and implementing both standard and innovative approaches to improving the efficiency of procurement activities, such as the increased use of framework agreements, etc.
  • Maintain, update, and regularly share procurement trackers and relevant information to other departments and programs that will help inform them of progress in ongoing procurements.
  • Help maintain a database and tracker to monitor all contracts and service agreements.
  • Register new suppliers in Save the Children’s Agresso system as part of procurement processes.
  • Orient and educate non-procurement staff on procurement principles, processes, and timelines and their roles in the process. Maintain collaboration with all other departments
  • Work closely with the finance department to maintain a smooth and efficient end-to-end process of procurement-to-goods and services received-to-supplier payment.
  • Share learnings with Procurement Officers in other locations and aim for a coordinated approach.
  • Help ensure suppliers and service providers are oriented on Save the Children’s Supplier Code of Conduct and safeguarding policies, in addition to ensuring these are integrated into agreements.

Person Specification

Skills, abilities and experience

  • At least 3 years of experience as a procurement officer or similar role, preferably in an NGO
  • Excellent ICT skills, particularly in excel and word, excellent documentation skills
  • Demonstrated experience with standard procurement processes, such as formal tenders, comparative bid analyses, service contracts and framework agreements, etc.
  • Strong attention to detail and accuracy
  • Strong negotiation and supplier engagement skills
  • Good organisational skills
  • Experience with procurement software is an added advantage
  • High level of integrity and accountability to procurement principles and values
  • Good communication skills both in English and Tok-Pisin
  • Able to work harmoniously in cross cultural environment

Where you come in:

This role is based in ARoB, ENB, ESP and Simbu Province and Reporting to the Supply Chain Manager and Field Manager, the procurement officer is responsible for ensuring that all of Save the Children’s procurement policies, processes and procedures are followed when procuring goods and services for the country offices programmes and operations, and that all processes follow an underlying principle of value for money

You will make an impact by:

  • Procurement Execution & Compliance – Implement procurement activities (PRs, POs, CBAs, SCNs/GRNs) while ensuring full adherence to Save the Children’s policies, principles, and procedures.
  • Supplier & Market Management – Build and maintain strong supplier relationships, explore new vendors, and support value-for-money initiatives including framework agreements and innovative approaches.
  • Tracking & Reporting – Maintain and regularly update procurement and payment trackers, databases, and reports to keep programs and departments informed of procurement progress.
  • Collaboration & Capacity Building – Work closely with finance and other departments to ensure smooth end-to-end processes and provide orientation/training to non-procurement staff on procurement principles and timelines.
  • Knowledge Sharing & Continuous Improvement
  • Share learnings with Procurement Officers in other locations and contribute to improving efficiency and coordination across procurement functions.

This role requires:

  • Diploma in Supply Chain Management, Business Studies or related Field
  • At least 3 years of experience as a procurement officer or similar role, preferably in an NGO
