ADI works in close partnership with communities, provincial health authorities, and national government to deliver quality, community-centered health services where they are needed most.

The Opportunity

ADI invites Expressions of Interest from experienced program design specialists to lead the development of a comprehensive program design for a significant new primary health care initiative in Papua New Guinea, being established in partnership with a provincial health authority. Community consultations have confirmed strong demand for integrated primary health services across target communities. This consultancy will translate those community priorities into a rigorous, donor-ready program design, results framework, and implementation plan — a critical milestone in mobilising funding and operationalising the Health Hub© from early 2027.

Key Responsibilities

  • Conduct a situational and policy analysis drawing on existing community consultation data and PNG health system evidence
  • Develop a comprehensive program design document including theory of change, service delivery model, GEDSI integration, staffing model, and community governance arrangements
  • Produce a monitoring, evaluation, and learning (MEL) framework with a results chain, indicators, and data collection plan
  • Develop a phased implementation plan and indicative 3-year budget
  • Facilitate review of draft documents with ADI leadership and provincial health authority counterparts
  • Deliver all outputs to a publication-ready standard within the 3-month contract period

What We Are Looking For

Essential:

  • Postgraduate qualification in public health, international development, health systems, or a related field
  • Demonstrated experience designing health programs in low- or middle-income country (LMIC) contexts — Pacific region experience highly regarded
  • Strong proficiency in theory of change and results in framework development
  • Experience producing program design documents for bilateral, multilateral, or philanthropic donors
  • Excellent written English — ability to produce publication-quality documents independently
  • Strong self-management skills and ability to deliver complex workplans to deadline

Desirable:

  • Experience working with or within PNG health systems or Pacific provincial health authorities
  • Familiarity with DFAT program design standards and Australian aid frameworks
  • Understanding of GEDSI integration in health programming
  • Experience developing costed implementation plans and indicative budgets for health programs
