About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Settlements to Suburbs Project Coordinator is responsible for coordinating the planning, community engagement, and on-the-ground implementation of settlement upgrading activities under NCDC’s Settlements to Suburbs Program. The role ensures that informal settlements are transitioned into structured, serviced, and liveable urban neighbourhoods. The position requires close collaboration with technical officers, contractors, utility providers, landowners, community representatives, and inter-agency stakeholders to support coordinated, legally compliant, and inclusive project delivery.
Role Purpose
The Settlements to Suburbs Project Coordinator supports the Manager – Settlements to Suburbs in the scheduling, monitoring, and coordination of urban upgrading projects. The role facilitates participatory community processes, ensures project activities align with approved planning, engineering, and legal frameworks, and maintains cooperative relationships with landowners and residents to guarantee uninterrupted project progress and shared ownership at the community level.
Key Responsibilities
- Support implementation of settlement upgrading and urban development plans.
- Review urban layout plans to ensure compliance with planning standards, tenure arrangements, and infrastructure designs.
- Liaise with internal branches to ensure development aligns with approved subdivision layouts and regulations.
- Support preparation of documentation for land tenure regularisation, infrastructure access, and urban servicing.
- Maintain project schedules, track milestones, and compile progress reports.
- Coordinate consultations and awareness activities with communities, landowners, and local leaders.
- Deliver project information using culturally appropriate methods (forums, workshops, small groups).
- Collaborate with Social Development Directorate to support community education, behaviour change, and cooperation.
- Record community feedback and ensure timely referral to internal teams.
- Support grievance resolution processes during urban upgrading works.
- Liaise with statutory bodies for regulatory compliance.
- Coordinate with internal NCDC branches to ensure integrated delivery.
- Assist in scheduling and facilitating joint field visits, stakeholder meetings, and inter-agency working groups.
- Document partner inputs and decisions for accurate project implementation.
- Support rollout of contractor-led works (roads, drainage, electricity, water, urban services).
- Track sequencing of contractor activities and manage handovers across multiple sites.
- Escalate delays, conflicts, or access issues to the Manager.
- Liaise with Contract Administrator and Quantity Surveyor to ensure contractors are informed of site readiness and community conditions.
- Conduct site visits to monitor progress and verify alignment with project design and community expectations.
Minimum:
- Must have a Bachelor's degree in Urban Planning, Community Development, Civil Engineering, Project Management or a related field from a recognised institution; and a valid Class 3 Driver’s Licence
- Additional certification or training in participatory planning, community engagement, project coordination, or settlement upgrading. Registration or affiliation with a relevant planning or project management body is desirable but not essential.
- Knowledge of urbanisation and settlement upgrading practices, including subdivision layouts, infrastructure access, and land tenure considerations.
- Understanding of NCDC’s Urban Development Plan and associated zoning and planning regulations.
- Familiarity with legal and statutory frameworks such as the Land Act and Physical Planning Act, and utility service coordination requirements.
- Knowledge of community engagement approaches, conflict resolution techniques, and culturally appropriate communication.
- Understanding of basic project delivery processes including scheduling, budgeting, procurement workflows, and reporting.
- Stakeholder Engagement: Ability to liaise effectively with landowners, ward leaders, contractors, utility providers, and government agencies.
- Project Coordination: Skilled in managing project timelines, contractor sequencing, documentation, and reporting to support implementation.
- Communication Skills: Strong oral and written communication skills, including the ability to
- prepare clear reports, facilitate consultations, and convey technical information to non-technical audiences.
- Problem Solving: Capable of resolving challenges in dynamic settlement environments using practical and adaptive approaches..
- Interpersonal Skills: Respectful, diplomatic, and culturally aware when working with diverse community groups.
- Organisational Skills: Able to manage competing priorities, maintain accurate records, and work both independently and collaboratively.
