Project Coordinator – BECOMES Project

CARE International in PNG is looking into recruiting a qualified and a suitable candidate for its Bougainville Cocoa Families Support (BECOMES) Project Coordinator role based in Arawa, ARoB. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE International in Papua New Guinea has a focus on Gender Equality, Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), Agriculture and Health.

BECOMES Phase four (4) aligns with the Bougainville Agricultural Commodities Regulatory Act (2020) and Cocoa Regulations (2022) by strengthening farmer-group compliance, quality assurance, record-keeping, business capacity, and links to value-added markets. The project will support 40 target groups through tailored packages: 31 Bougainville Partnership (BP)-linked groups — comprising 12 Commodity Support Facility (CSF) grant-recipient groups and 19 Innovation Stream groups — plus 9 additional groups to be jointly confirmed by CARE, BP, Department of Primary Industries and Marian Resources (DPIMR) and Department of Commerce, Trade, Industry and Economic Development (DCTIED).

The Project Coordinator (PC) will oversee the Project’s Phase IV activities in support of farming groups and families. This will largely be coordinating training and other activities with a stronger focus on farmer-group governance, inclusion, market readiness and sustainable transition. Working with the Program Manager, it will also include supporting the overall planning, development, coordination and implementation of project activities. Throughout, gender equality and inclusiveness must be promoted. The PC will supervise BECOMES’ Senior Project Officer and Project officers and work closely with the Program Quality Officer to ensure there are strong linkages with donors, partners and other relevant stakeholders.

The PC has five direct reports and is expected to organize staff and resources towards achieving objectives effectively and efficiently.

This role is based in Arawa but will require travel throughout North, Central and South Bougainville.

This Position will have indirect contact with Children or vulnerable adults.

EXPERIENCE AND QUALIFICATIONS:

  • Minimum Bachelor’s degree in Community Development, Agriculture or equivalent and/or minimum 4-years relevant work experience, preferably in community development/agricultural activities and capacity strengthening preferably for an International Non-Government Organisation (INGO) and/or private company;
  • Proven understanding of large scale agricultural projects in the ARB context;
  • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
  • Demonstrated high level organisational, financial and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills
  • Demonstrated experience in effectively leading, people management and motivating a team;
  • Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;
  • Representational skills including developing networks and relationships with key stakeholders;
  • Demonstrated ability to represent the organisation with high level external audiences;
  • Fluent oral and written communication skills in both Tok Pisin and English; and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel.
