Project Officer – BRIDGE-SA Project

CARE International in PNG is seeking a qualified and experienced Project Officer to support Building Replicable Implementation Dialogue and Governance through Social Accountability Project, Goroka base. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

The Project Officer BRIDGE-SA will support day-to-day implementation of the BRIDGE-SA project at community, facility, school and district levels. The role will assist with organising activities, engaging stakeholders, facilitating participation, documenting progress and supporting follow – up of agreed actions. This includes closely with communities, government counterparts, church agencies, civil society organisations, schools and health facilities to support delivery of social accountability activities across the health and education sectors in Eastern Highlands Province.

The project officer will play an important role in ensuring that project approaches are practical, inclusive, well – coordinated and responsive to local context.

The role requires strong relationship – building skills, attention to detail, and ability to work closely with communities and local stakeholders in respectful and accountable way.

The Project Officer will contribute to effective field implementation, stakeholder engagement, activity follow-up, documentation and reporting, while helping ensure that project activities are delivered in line with CARE’s commitments to gender equality, disability and social inclusion (GEDSI), safeguarding, accountability, do no harm. This position is based in Goroka and will require travel to field sites in Eastern Highlands Province and Morobe Province as required.

Key Responsibilities

  • Support implementation of project activities in line with approved workplans, schedules and budgets
  • Assist with organising field visits, meetings, workshops, trainings and community engagement activities
  • Support follow – up of project activities and agreed action points at community, school, facility and district levels.
  • Maintain accurate activity records, attendance lists, meeting notes and implementation files.
  • Develop quarterly work plans that are aligned to the annual project work plans and budget in order to meet the project activity deadlines.
  • Ensure that the work plans are consistent with envisaged outputs and objectives in the monitoring and evaluation framework
  • Participate in community awareness and socialisation activities
  • Contribute to and support project approaches that consider gender, protection, and inclusion issues;

Selection Criteria

  • Diploma or Degree in public health, education, development studies, governance, social sciences, project management or a related field;
  • At least 2 - 3 years relevant experience in coordinating or implementing development programs, preferably in health, education, governance or social accountability.
  • Experience supporting community engagement, training, facilitation or field based project activities
  • Working knowledge of Community Scorecard tools and processes
  • Good communication and relationship building skills
  • Understanding of GEDSI, safeguarding and inclusive programming
  • Ability to maintain clear documentation and support reporting requirements
  • Demonstrated organisational and time management skills, working in a team and the ability to work under pressure and to organise and manage workload and meet deadlines;
  • Basic competence in Microsoft Office Application

Desirable Experience

  • Experience working in Eastern Highlands provinces/ and or Morobe Province.
  • Familiarity with social accountability approaches, including scorecards, feedback systems, dialogue forums or governance strengthening
  • Experience in health and/or education sector programming
  • Experience working with donor-funded projects or NGO compliance systems
  • Experience working in partnership with church agencies or local civil society organisations
