Project Officer
The Organisation:
Pacific Adventist University (PAU) is owned and operated by the South Pacific Division of the Seventh-day Adventist Church. The institution is accredited to the Adventist Accreditation Association, an international denominational authority for all tertiary and graduate educational programs and institutions owned by the Seventh-day Adventist Church entities. The main campus is located on the pristine Koiari Park, 14 miles outside Port Moresby, the capital of Papua New Guinea. The institution was established in 1984. Since then, it has grown from a college of 20 students, to a university of over 1000 students from across the Pacific.
The Role:
Reporting to the Director – Infrastructure & Development, the Project Officer provides professional support in the planning, coordination, and delivery of institutional projects. The role ensures that projects are executed in alignment with PAU’s strategic priorities, governance standards, and operational requirements, thereby contributing to the University’s mission of academic excellence, faith-driven service, and community impact.
Core Responsibilities:
- Assist to plan, coordinate, and manage all phases of infrastructure projects, from concept through to completion and handover.
- Assist to ensure projects are delivered on time, within budget, and to specified quality and regulatory standards.
- Collaborate with internal stakeholders, including academic faculties, administrative units, and senior leadership, to define project requirements and manage expectations.
- Act as the primary point of contact for consultants, contractors, and external vendors.
- Assist to prepare and monitor detailed project budgets and forecasts.
- Lead procurement processes, evaluate tenders, and manage contracts in accordance with university policies and public sector regulations.
- Ensure compliance with relevant health and safety, environmental, planning, and building regulations.
- Proactively identify project risks and implement mitigation strategies.
- Maintain project documentation and provide regular reports to the infrastructure and development manager
- Support the development and improvement of project management frameworks and processes within the department.
About you:
Qualifications and Skills required:
- Bachelor’s degree in Project Management, Business Administration, or related discipline from a recognised tertiary Institution.
- Minimum 2–3 years’ experience in project coordination or management, preferably in higher education or institutional setting, ideally within the higher education, public sector, or healthcare environments.
- Strong organizational and analytical skills, with the ability to synthesize complex information for decision-making.
- Demonstrated ability to manage multiple priorities and meet deadlines
- Strong project management skills, with a sound understanding of the RIBA Plan of Work, construction regulations, and best practices.
- Excellent interpersonal, communication, and negotiation skills.
- Demonstrated ability to work collaboratively with a wide range of stakeholders.
