About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.



About the Role

The Property Inspections Officer conducts property inspections and investigations to verify the accuracy of rates charges applied to public and business properties within NCDC. The role involves assessing land titles, property use, and classification to ensure rates are correctly calculated and compliant with municipal regulations. Working within the Revenue Branch and under the guidance of the Team Leader – Rates, the position collaborates with internal departments, property owners, and the public to provide accurate, timely, and transparent property and rates information.

Role Purpose

The purpose of the Property Inspections Officer is to ensure that all properties within NCDC are correctly classified and charged appropriate rates based on their use. This is achieved by conducting on-site inspections, investigating rate enquiries, verifying compliance with regulations, maintaining accurate property records, and coordinating with internal branches. The role contributes to fair and accurate revenue collection, regulatory compliance, and effective public engagement regarding rates assessments.

Key Responsibilities
  • Conduct investigations and on-site inspections of properties to verify classifications, assess usage, resolve rate enquiries, and ensure accurate application of charges in line with municipal regulations.
  • Coordinate with internal departments, maintain accurate property records, provide timely reports and recommendations, and respond to audit requests while ensuring confidentiality and compliance with NCDC policies.
  • Engage professionally with property owners and the public, adhere to financial and procedural protocols, and perform additional duties as directed to support the Revenue Branch’s operations and objectives.
Education & Qualifications
  • A diploma or bachelor’s degree in fields such as Property Management, Real Estate, Urban Planning, Land Surveying, or a related discipline is required
  • Must hold grade 12 certificate
  • Must hold a class 3 driver’s license
  • Any other training related to property assessment, zoning laws, or regulatory compliance would be an advantage
Skills & Knowledge
  • Land Use and Zoning Laws: Familiarity with land use and zoning laws that govern how properties can be used within the municipality, including residential, commercial, industrial, and mixed-use classifications
  • Knowledge of including (but not limited to): Public Finance Management Act (1995), Income Tax (Rates) Act (1975), Public Service Management Act (2014), National Capital District Commission Act (2001), and all their amendments.
  • Real Estate and Property Management: Understanding of real estate principles, property management practices, and the various types of property developments and their implications for rates and taxation.
  • Inspection Techniques and Safety Protocols: Proficiency in conducting property inspections, including knowledge of safety protocols, inspection tools, and documentation techniques.
  • Data Management and Reporting: Knowledge of data management systems, software used for property assessments, and the ability to generate accurate reports based on inspection findings.
  • Customer Service and Communication: Strong communication skills to effectively interact with property owners, businesses, and other stakeholders, addressing their concerns and explaining complex regulations clearly.
  • Ethical Standards and Anti-Corruption Practices: Awareness of ethical standards, anti-corruption laws, and procedures for handling attempts at bribery or unethical influence during inspections.
  • Interdepartmental Coordination: Understanding of how to work collaboratively with other departments, such as Development Control, Lands Department, and Licensing, to ensure accurate property information and compliance with regulations
  • Self-Discipline and Motivation: Ability to work independently with minimal supervision, demonstrating strong organizational skills, motivation, and a proactive approach to tasks.
  • Communication and Interpersonal Skills: Excellent verbal and written communication, with the ability to interact effectively with property owners, colleagues, and other stakeholders. Must be honest, reliable, and maintain high levels of integrity and ethical conduct.
  • Teamwork and Customer Service: Ability to work both independently and collaboratively within a team, providing excellent customer service and effectively resolving conflicts.
  • Analytical and Problem-Solving Skills:Strong analytical abilities to assess financial documents, calculate accurate charges, and ensure compliance with regulations. Capable of identifying and solving complex issues related to property assessments.
  • Numerical Aptitude and Technical Proficiency: Strong attention to detail with the ability to work with numerical data, proficient in Microsoft Office Suite and financial software applications.
  • Time Management and Pressure Handling: Ability to meet deadlines, work efficiently under pressure, and maintain confidentiality, while staying organized and focused.
  • Commitment to Organizational Goals: Dedicated to advancing the goals and vision of NCDC, with a strong alignment to the organization's mission for Port Moresby
Work Experience
  • At least 2-5 years of experience in conducting property inspections, with a strong understanding of property assessment, zoning, and land use regulations, ideally within a municipal or public sector environment.
  • Proven experience in handling ratepayer inquiries and disputes, providing clear communication, and resolving conflicts related to property classifications and charges, while ensuring compliance with municipal guidelines
