Although not limited to one project, Save the Children anticipates that the ARoB Protection Coordinator will largely focus on the “Together for Safe Families” project, a four-year, DFAT-funded project implemented from August 2025 to July 2029 in the province of East Sepik and in the Autonomous Region of Bougainville (ARoB).

Role Purpose
Reporting to the Field Manager in the respective province, with a technical reporting line to the project lead, the ARoB Protection Coordinator will lead the implementation of all activities in his/her assigned province or region. This role will focus on coordinating and overseeing all project activities at the provincial/regional level, ensuring effective implementation, stakeholder engagement, and alignment with Save the Children, ARoB, and Government of PNG national objectives.
Key Areas of Accountability
Program Management and Delivery
- Oversee the implementation of all project activities in the assigned province/region, ensuring project delivery that is implemented on time, within budget, and with quality.
- Monitor key performance indicators (KPIs) for project and activity delivery; address any bottlenecks at the provincial/regional level; and keep the national project lead informed.
- Ensure that delivery of all activities is in line with the project design and implementation approaches and strategies as guided by the technical teams.
- Ensure timely and accurate reporting on project activities, including financial and narrative reports, and input of data and information into donor reports. Help maintain organized and accessible electronic files with the rest of the project locations.
- Develop/refine provincial/regional implementation and procurement plans, ensuring alignment with national roll-out strategies and implementation plans.
- Support the MEAL team in data collection and collation as needed, and any post-distribution monitoring (PDM) activities in the province
- Contribute to the analysis of project data and the development of recommendations for improving project performance at the provincial level.
- Support the project lead and Field Manager to identify, communicate, and plan mitigations against any risks arising in the province which may impact project implementation.
Team Management
- Manage the performance and development of the Child Protection Officers in coordination with the Field Manager, Project Lead, and People & Culture.
- Identify capacity-building needs for team members in line with the project lead and technical teams. Coordinate training opportunities and provide mentoring and coaching support.
- Facilitate regular knowledge sharing and peer-to-peer learning within the province and with the other province implementing the project.
- Ensure the compliance of all team members with Save the Children's policies, procedures, and donor requirements, including the completion of all mandatory trainings.
Budget and Financial
- Oversee all approved activities, procurements, and payments that are specifically related to the project in that province.
- Ensure activities are planned and implemented within the approved donor budget lines and rapidly communicate any pending challenges or risks to program expenditures.
- May serve as bank signatory as requested.
External Stakeholder Engagement and Coordination
- Support the Field Manager in engaging with key stakeholders at the provincial level, in particular those that are specifically linked with project implementation. Ensure that the team is maintaining positive relationships with stakeholders at the district and ward levels.
- Represent Save the Children in relevant coordination meetings and forums at the provincial/regional level as requested by the Field Manager.
General
- Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Embody the Save the Children values in practice of Accountability, Ambition, Collaboration, Creativity, and Integrity. Work according to Save the Children’s mandate and child focus.
- Work according to any other duties as assigned by the supervisor.
Child protection and safeguarding requirements
- Maintain a child safe environment at the workplace and safeguard children’s rights, acting in the best interests of children at all times.
- Maintain compliance with Save the Children’s Child Safeguarding Policy, Code of Conduct, and PSEAH policies and reporting processes among staff and volunteers.
- Act as a role model by demonstrating highest standards of behavior towards children in private and professional life.
- Never abuse the position of trust that comes with being a part of the Save the Children family.
- Maintain a safe and positive relationship at all times when working with children and young people.
- Respond to any concerns for the safety or wellbeing of a child in a program in accordance with internal reporting processes.

Person Specification

Mandatory Qualifications and Accreditations
- Bachelor’s degree in a relevant field (e.g., Development Studies, Social Sciences).
- Minimum of five (5) years of experience in program implementation in relevant protection, gender, or family/community-based programming, with at least t
- Minimum of three (3) years in project coordination or management roles.
- Strong understanding of child protection and/or gender equality / gender-based violence (GBV) issues and their impacts on child development and community development.
- Strong knowledge of gender equality, diversity and social inclusion (GEDSI) issues and their impact on community engagement and on working with families.
- Excellent leadership and team management skills.
- Excellent writing and verbal skills in English for reports and communications documents. Ability to present complex information in a succinct manner. Proficiency in Tok Pisin.
- Strong computer skills, including proficiency in Word, Excel and PowerPoint.
- Proven ability to work effectively with government and diverse partners and stakeholders at all levels from provincial/regional to community.
- Able to think strategically, prioritize, problem-solve, and meet deadlines in a complex and challenging environment.
- Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels; must be culturally sensitive.
- Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time under pressure.
- Familiarity with the local context and culture of the assigned province.
