The PSO will be based at the provincial level and will be supporting selected Provinces and their PHAs to build leadership and management capacity to plan, implement, manage and support TB and HIV Control programs. The PSO will be supported through World Vision, Principal Recipient (PR) of the global fund grant 2021-2023.The PSO will be supervised and supported by the TB and HIV Programs and will report to the National TB and HIV program managers of NDOH. Technical support for the PSO and PHAs will be provided by the TB and HIV programs and their technical partners such as WHO. The main strength of PSO will be the skill of supervising the TB and HIV programs. This means the ability to analyze TB and HIV data of diagnostic and treatment efforts in the health facilities, correlate it with that of the general health care services data and use this analysis for program performance and capacity-building at the local level.

Major Responsibilities:
PHA Capacity Building, Ownership, Management and Leadership for TB and HIV Programs:
- Support and strengthen participation of PHAs in management and leadership of TB/HIV Programs in TB/HIV high burden provinces so that they can effectively partner with NTP and HIV/STI programs.
- Build TB technical and managerial capacity of PHAs and build a pool of local experts in TB management in respective PHAs.
- Support PHAs in the planning, financing, implementing and monitoring of TB and HIV control in TB/HIV high burden provinces through the development of provincial TB/HIV strategic Plans and their financing, implementation and monitoring supported by NTP/NAP and its technical partners.
- Assist PHAs to develop integrated TB/HIV coordination plans and will coordinate technical support to the provinces
- Strengthening of M&E, TB/HIV coordination etc.
- Coordinate technical assistance to the PHA, in TB/HIV where necessary and also ensure appropriate systems are in place for the PHA to receive and effectively manage funds.
- Other tasks as assigned by the TB HIV Programs Managers of NDOH.
Support for Integrated TB/HIV Service Delivery:
- Support PHAs to establish integrated TB treatment sites and HIV testing and treatment sites in selected BMUs and ART Treatment centres in the high-burden provinces to increase access of people with TB and HIV to diagnosis and treatment closer to home.
- Support PHA/ Provincial TB/HIV Coordinators to map out existing service mix and ensure that a standard package of TB and HIV services is available across the province and integrated into existing health facilities.
- Other tasks as outlined in the TOR;
Support for Patient Centered Decentralized TB and HIV Services and Community TB and HIV Care:
- Support and guide PHAs to plan and establish more service delivery points for TB and HIV in the periphery.
- With the assistance of National TB and HIV Programs support the PHAs to develop provincial strategic and operational plans for TB and HIV and guide PHA leadership to establish and /or re-arrange existing service delivery points as per the availability of staff and resources.
- Support PHAs to ensure that communities are able to have access to uninterrupted supplies of HIV and TB treatment.
- Support PHAs to scale-up HIV testing of notified TB cases at the facilities and in the communities by ensuring uninterrupted supply of test kits.
- Support PHAs to adopt TB IPC guidelines and Strengthen infection control, surveillance of HCWs, and interrupted supply of drugs and diagnostics.
- Engagement of CBOs for TB diagnosis (including sputum transportation), treatment and prevention;
- Engagement with the private sector for TB and HIV care.
- Other tasks as outlined in the TOR;
Support for Intensified TB Case Finding:
- Support high burden TB provinces to adapt and implement NDOH (NTP) policies, guidelines, procedures and training materials for diagnosis and treatment of TB including health facility and community TB base intensified TB case finding, diagnosis, treatment and monitoring.
- Work with PHAs and district health programs to establish and development of community TB networks and programs through TB CBOs and other existing CBOs supporting health programs in the communities.
- Support PHAs to establish cooperation and collaboration mechanisms between provinces so that people on ART and/or TB treatment are able to have convenient access to treatment as they move from province to province.
- Support PHAs to decentralize provision of TB treatment closer to patients’ residence by CBO engagement;
- Support PHAs to improve quality of diagnosis and management of TB in children;
- Other tasks as outlined in the TOR;
Support PHA Laboratory and Diagnostic Capacity:
- Support PHAs to strengthen expand and improve quality of laboratory services by developing provincial TB lab operational plans, strengthening of sputum transportation;
- Support PHAs to establish provincial level intermediate public health laboratory for TB/HIV with technical support, coordination and supervision from CPHL and National TB and HIV programs, WHO and other technical partners.
- Support PHAs to strengthened TBHIV laboratories at the provincial level by liaising with the National TBHIV Laboratory Focal Person and CPHL for EQA, maintenance of GeneXpert instruments, and supervision of peripheral laboratories.
- Support PHAs to develop capacity for provincial TB laboratories to carry out TB laboratory work, trainings, supervision and monitoring, samples transportation system, EQA programme, Xpert® MTB/RIF and microscopy networks. Support PHAs to review and upgrade provincial laboratories and microscopy centre infrastructure and increase training of human resources.
- Liaise regularly with CPHL , TB Laboratory Coordinator and TB program for expansion and maintenance of Gene X pert instruments and access to LPA and culture facilities for early and on time diagnosis of DST for TB
Support for Monitoring and Evaluation for TB and HIV:
- Strengthened M&E systems at the provincial level resulting in timely and complete reporting from all health facilities in the province, analysis and feedback on the monthly/quarterly reports from the province to services; increased number of monthly supervisory and mentorship visits to the services by the PHAs; and, regular review of TB/HIV program by the PHAs at provincial level.
Support PHAs to ensure timely submission of complete, consistent and accurate data for STI & HIV and DS-TB and DR-TB and ensure provincial TB databases are up and running ( increased supervision and training)
Support for Supply Chain Management Of TB/HIV Drugs and Commodities:
- Support PHAS to strengthen supply chain of TB, STI & HIV drugs, test kits and laboratory diagnostics in selected TB HIV high burden provinces;
- Work with PHAs to improve their TB and HIV drugs stock management and ensure no stock-outs for TB/HIV/STI drugs and commodities at the provincial and district levels.
- Ensure no stock out for TB and STIs & HIV drugs in the PHAs.

Minimum Requirements:
Required Professional Experience:
- Eligible applicant must have experience in managing TB and HIV in both clinical practice and programmatic experience.
- Experience in developing innovative and interactive experience in leading , coordination and monitoring of health projects;
- Knowledgeable of the National Health Plan and TB & STI/HIV strategies and related guidelines.
- Skills in analyzing and synthesizing public health information (TB and HIV or similar) and as well as communication skills and ability to learn on the job.
- Excellent Communication and interpersonal skills, demonstrated leadership, ability to build strong relationships with stakeholders including the communities, PHA, NDOH and partners and work collaboratively with key affected populations and partners.
- Previous work experience in TB or HIV issues is favorable.
Required Education,training, license,registeration and certification:
- Medical officer with MBBS qualification as a primary degree.
- Post graduate training in public health (MPH) is required and / or postgraduate training in another field of medicine with experience in disease control programs or public health management. In the absence of a post graduate training, a MBBS graduate with more than 6 years of service registrar in medical practice (excluding residency period) and with experience in disease control management or public health management.
Preferred Knowledge and Qualifications:
- Fluency in written and spoken English.
- Ability to work independently as well as in collaboration with colleagues and partners and meet deadlines.
- Capacity to do operational research and conducting trainings is a plus.
- Willingness to travel frequently within and out of the province is required.
- Computer literacy; competency with Microsoft Office, internet and email systems
