About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Quantity Surveyor (Civil) is a specialist technical position (NC.12) within the Civil Projects Branch of the Engineering & Infrastructure Directorate. Based at NCDC City Hall in Waigani, the role operates within a multidisciplinary environment, working closely with Civil Project Engineers and the Contract Administrator. The position involves managing the financial aspects of multiple concurrent infrastructure projects, requiring high levels of integrity and transparency to resist external pressures. This role is essential for maintaining financial accountability and ensuring that the Commission achieves value for money in its civil engineering investments.
Role Purpose
Reporting to the Manager – Civil Projects, the primary purpose of this role is to provide expert cost estimation, financial management, and contract cost control throughout the entire lifecycle of NCDC’s civil infrastructure projects. The Quantity Surveyor is responsible for preparing detailed Bills of Quantities (BoQs), evaluating tenders, and monitoring project expenditures against approved budgets and timelines. By providing accurate cost planning and transparent reporting, the role supports the successful and fiscally responsible delivery of the Commission's infrastructure goals.
Key Responsibilities
- Cost Planning and Estimation – Prepare detailed BoQs, feasibility assessments, and cost estimates to support project scoping, tendering, and design.
- Project Cost Control and Reporting – Monitor project expenditures, track variations, and provide regular cost reports to support budget compliance and financial accountability.
- Procurement and Tender Support – Contribute to tender evaluations, contractor negotiations, and procurement processes to ensure value-for-money outcomes and compliance with PFMA requirements.
- Minimum: Bachelor in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline from a recognised tertiary institution. Must have valid driver’s License (min. class 3).
- Preferred: Bachelor as above and additional certification in in Contract Administration, Project Management, Construction Cost Control, or Procurement. Membership with a recognised professional body such as the PNG Institute of Quantity Surveyors (PNGIQS) or Institution of Engineers PNG (IEPNG) is desirable.
- Strong understanding of quantity surveying principles, contract law, and cost control methodologies.
- In-depth knowledge of PNG procurement regulations, financial processes, and contract compliance frameworks (e.g., PFMA, ICC contract standards).
- Understanding of project lifecycle phases: planning, procurement, execution, monitoring, and closeout.
- Knowledge of tendering processes, bid evaluations, and contractor performance assessments.
- Awareness of cost-related risk management and value engineering practices within large infrastructure projects.
- Technical Proficiency: Ability to prepare and review BoQs, cost estimates, tender documents, valuations, and financial reports accurately.
- Analytical Skills: Strong attention to detail with the ability to assess financial claims, cost variances, and project performance data.
- Communication & Interpersonal Skills: Able to liaise confidently with engineers, contractors, legal, finance, and regulatory teams using professionalism and discretion.
- Organisational and Time Management: Proven ability to manage competing priorities, meet deadlines, and perform under pressure.
- Digital Literacy: Proficient in Microsoft Excel and Word; familiar with cost management tools and document control systems.
- Ethical Conduct: High level of integrity, reliability, and confidentiality in handling public funds and sensitive information.
- Teamwork: Demonstrated ability to work effectively in multidisciplinary teams and contribute to shared project outcome.
- Commitment to service delivery, continuous improvement, and contributing to NCDC’s mission to improve infrastructure development in Port Moresby.
- Minimum of 5 years’ experience in quantity surveying or contract administration within infrastructure, civil engineering, or development projects, including experience preparing BoQs, cost estimates, and financial reports.
- Demonstrated involvement in tender evaluations, contractor cost negotiations, and tracking project expenditures against approved budgets and timelines.
- Experience working on public infrastructure projects.
