POSITION TITLE: RADIO OPERATOR – JIWAKA

CONTEXT:

Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief or political affiliation. In PNG, MSF has been working since 2007 in Lae, Taric, Bougainville, Gulf Province and NCD Province. MSF is now working to support the Department of Health to improve access to care for patients in Lae, Jiwaka and Highlands.

MAIN PURPOSE OF THE POSITION:

Operating means of communication in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission/projects.

RESPONSIBILITIES:

  • Operating the means of communication, avoiding using any sensitive or security related information and following the MSF security rules. Ensures quality and transmission capacity of communication tools.
  • Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio logbook.
  • Making radio contacts with reference bases (capital and/or field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.
  • Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays.
  • Supervising and monitoring the satellite phone allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.
  • Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising communication tools’ batteries status in good maintenance conditions.
  • Providing basic training on tools when necessary to MSF staff

SPECIFIC ACCOUNTABILITIES:

  • Scheduling the car movements for the Jiwaka Project according to project needs.
  • Management of movement in line with planned movements.
  • Ensure that all movements are accurately displayed on movement whiteboard.
  • Follow-up with daily movement and record in the movements on logbook.
  • Monitor MSF vehicles through the Trakpro tracking system.
  • Monitor movements and communications in alignment with Standard Operational Procedures. Report to Logistics Manager if Standard Operational Procedures aren’t respected.
  • Ensure that movement documentation are well archived.
  • Ensure that all movements are documented in digital data base on Sharepoint
  • Ensure the good handling and functionality of Radio-Com equipment in radio-room. Conduct preventive maintenance as per schedules in MEMO application.
  • Dealing with the delay in the movement and the last-minute requests in order to minimize the impact on the project running.
  • Reporting all inappropriate use of the fleet,(non-declare movement, personal movement non authorized).
  • Report all security concerns shared with Radio Operator to the Project Coordinator / Logistics Manager.
  • Train all new MSF staff on usage of communication equipment and correct procedures.
  • Follow up on passenger flights between POM and HGU, update security responsible on progress of movement.
  • Oversee CCTV streaming and report irregularities to Logistics Manager / Project Coordinator.
  • Act as first contact for the watchmen via radio communication.
  • Proposing continuous improvement for the fleet movement organization.

SKILLS AND REQUIREMENTS:

  • Education
  • Literacy (Essential). Desirable secondary education
  • Experience
  • Desirable work experience as radio operator in related jobs
  • Languages
  • English Essential, mission working language and local language(s)
  • Knowledge
  • Essential basic knowledge on mathematics, basic computer knowledge, electronic principles
