About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Recruitment and Intern Placement Officer is a specialized human resources position within the Recruitment, Establishment & Transition Section of the Human Resource Branch. Based at NCDC City Hall in Waigani, the role reports to the Coordinator – Recruitment, Establishment & Transition. This position acts as a vital link between the Commission, potential job candidates, and educational institutions. The role requires a professional who can maintain high levels of confidentiality and integrity while managing the administrative complexities of end-to-end recruitment and student placement programs.

Role Purpose

The primary purpose of this role is to support the delivery of NCDC’s recruitment and workforce entry programs by ensuring that hiring processes are timely, fair, and transparent. The Officer is responsible for coordinating recruitment activities and managing internship arrangements with universities and training institutions to provide practical work experience for students and graduates. By facilitating these pathways and adhering to merit-based principles, the role plays an essential part in building NCDC’s future workforce and maintaining its status as an employer of choice.

Key Responsibilities
  • Recruitment Process Support and Coordination: Support the delivery of fair, timely, and merit-based recruitment processes by coordinating recruitment activities, documentation, interviews, and appointment requirements in line with NCDC policies and procedures.
  • Internship and Workforce Entry Programs: Coordinate internship and student placement programs in partnership with education providers and internal branches, ensuring placements are well managed, appropriately supervised, and aligned with organisational and learning objective.
  • Governance, Accuracy, and Professional Integrity: Maintain accurate records, confidentiality, and compliance across all recruitment and placement activities, while supporting transparent processes and continuous improvement within the Human Resources Branch.
Education & Qualifications
  • Minimum: Diploma in Human Resource Management, Business Administration, Public Administration, or a related field.
  • Preferred: Bachelor’s degree in Human Resource Management, Business Administration, Management, or a related discipline.
  • Relevant short courses or training in recruitment, merit-based selection, workforce planning, or internship coordination.
  • Preferred: Member of PNGHRI.
Skills & Knowledge
  • Recruitment Processes: Working knowledge of recruitment coordination, selection processes, and merit-based principles.
  • Internship and Placement Programs: Understanding of student placement and internship arrangements within a workplace setting.
  • HR Policies and Procedures: Awareness of public-sector HR policies, confidentiality requirements, and record-keeping standards.
  • Stakeholder Engagement: Knowledge of effective engagement with hiring managers, candidates, education providers, and recruitment agencies.
  • Workforce Entry Practices: Understanding of onboarding, induction, and workforce transition processes
  • Communication Skills: Clear verbal and written communication skills to engage effectively with candidates, interns, managers, and external partners.
  • Organisational Skills: Ability to manage multiple recruitment and placement activities, schedules, and documentation simultaneously.
  • Attention to Detail: Accuracy in handling applications, records, and recruitment documentation.
  • Interpersonal Skills: Ability to build professional working relationships and provide responsive support to stakeholders.
  • Problem-Solving: Ability to address routine recruitment or placement issues in a practical and solutions-focused manner.
  • Professional Conduct: Demonstrated integrity, discretion, and respect for confidentiality in all HR activities.
  • Dedication: To the advancement of NCDC, its goals and vision and Port Moresby.
Work Experience
  • Minimum of 2–3 years’ experience in recruitment administration, human resources support, workforce coordination, or a related role.
  • Experience supporting recruitment processes, internship programs, or student placements within a government, corporate, or community organisation is desirable.
