The Papua New Guinea University of Natural Resources & Environment (PNGUNRE) invites applications from suitably qualified and experienced professionals for the position of Recruitment Officer within the Human Resources Department.

PNGUNRE is committed to strengthening governance, operational efficiency, employee accountability and service delivery across the University. As part of its ongoing institutional improvement agenda, the University is seeking a proactive and highly organised Human Resource professional to coordinate recruitment and selection activities while ensuring the appointment of suitably qualified and competent employees in accordance with university policies, approved procedures and merit-based recruitment principles.

About the Role

Reporting directly to the Human Resource Manager, the Recruitment Officer is responsible for coordinating the University's recruitment and selection processes from vacancy approval through to appointment and onboarding.

The successful candidate will manage recruitment activities including vacancy advertising, candidate screening, shortlisting, interview coordination, reference checking, preparation of appointment documentation and maintenance of recruitment records.

Working closely with Schools, Departments, Divisions and other stakeholders, the successful applicant will contribute to strengthening PNGUNRE’s workforce capability by delivering timely, transparent and customer-focused recruitment services that support the University's strategic objectives.

Key Responsibilities

The successful candidate will be responsible for:

Recruitment Administration

  • Coordinating end-to-end recruitment processes for academic, administrative, technical and support positions across the University.
  • Reviewing approved staffing requests and ensuring recruitment documentation is complete before commencement of recruitment activities.
  • Assisting managers and supervisors with preparation of position descriptions, selection criteria and recruitment documentation.
  • Monitoring recruitment timelines and providing regular updates to the Human Resource Manager and hiring managers.
  • Ensuring recruitment activities are conducted in accordance with PNGUNRE policies and approved procedures.

Vacancy Advertising and Candidate Sourcing

  • Preparing and publishing vacancy advertisements through approved recruitment channels including the University website, employment platforms and other appropriate networks.
  • Assisting in sourcing suitable candidates to meet organisational staffing requirements.
  • Maintaining recruitment databases and candidate records to support current and future recruitment needs.
  • Providing recruitment support and advice to managers on effective candidate attraction strategies.

Selection and Appointment Process

  • Screening applications against approved selection criteria and preparing shortlisting documentation.
  • Coordinating interviews and providing administrative support to selection panels.
  • Preparing interview packs, assessment documentation and recruitment records.
  • Conducting reference checks and verification of qualifications, employment history and other required information.
  • Preparing appointment documentation including letters of offer and employment contracts.
  • Ensuring recruitment decisions are properly documented and maintained for audit and compliance purposes.

Employee Onboarding and Recruitment Records Management

  • Coordinating pre-employment requirements including qualification verification and other required documentation.
  • Supporting onboarding and induction processes for newly appointed employees.
  • Maintaining accurate and confidential recruitment files and candidate information.
  • Updating recruitment information within the Human Resource Information System and relevant databases.
  • Ensuring recruitment records are securely maintained in accordance with university requirements.

Recruitment Reporting and HR Advisory Support

  • Preparing recruitment reports including vacancy status, recruitment progress and appointment statistics.
  • Providing recruitment information to support workforce planning and management decision-making.
  • Advising employees, managers and applicants on recruitment procedures and requirements.
  • Assisting with Human Resource projects, workforce planning initiatives and other duties as directed by the Human Resource Manager.

Qualifications & Experience

Essential Requirements

Applicants must possess:

  • A Bachelor's Degree in Human Resource Management, Business Administration, Public Administration or a related discipline.
  • A minimum of three (3) years' relevant experience in Human Resource Management, with demonstrated experience in recruitment and selection.
  • Sound knowledge of recruitment principles, processes and employment practices.
  • Experience in preparing job advertisements, shortlisting applications and coordinating interviews.
  • Good understanding of employee records management and HR documentation requirements.
  • Strong organisational, communication and report writing skills.
  • Proficiency in Microsoft Office applications and Human Resource Information Systems.

Desirable Qualifications

Preference will be given to applicants with:

  • Experience working within a university, statutory authority or public sector organisation.
  • Knowledge of PNG employment practices and Public Service requirements.
  • Experience using online recruitment platforms and HR Information Systems.
  • Membership of a recognised Human Resource professional body.

Terms & Conditions

  • Appointment will be made in accordance with the PNGUNRE Terms and Conditions of Employment.
  • Performance will be assessed through the University's Performance Management System.
  • The successful applicant may be required to travel to university campuses and external agencies as required.
  • University accommodation is not a condition of employment. Preference will be given to applicants who are residents of East New Britain Province or those who are willing to relocate and are able to secure and meet their own accommodation arrangements.

Salary Range
Base Salary: K35, 983.00 – K43, 922.00
