Background

The Meeting Targets and Maintaining Epidemic Control (EpiC) Project, funded by the United States Government and implemented by Family Health International(FHI 360), supports the National; Department of Health (NDoH) in strengthening health systems through the provision of technical assistance at both national and sub-national levels.

Between 2022 and 2024, FHI 360, in partnership with World Vision Papua New Guinea, implemented the Diagnostic Network Optimization (DNO) initiative to assess the functionality, accessibility, and efficiency of diagnostic services across the country. The assessment covered 128 laboratories and 613 health facilities across 18 provinces (representing approximately 82% national coverage) and 86 districts. The exercise included analysis of 125 GeneXpert platforms and approximately 49,000 patient records, resulting in the development of evidence-based, costed operational plans and interactive diagnostic network maps.

The findings and recommendations from the DNO assessment have informed several national strategic initiatives, including the development of the National Laboratory Policy and Strategic Plan (2025–2030), as well as the Government of Papua New Guinea's 2024 and 2025 Pandemic Fund applications.

Building on these achievements, the project has transitioned into the EpiC Global Health Security (GHS) Project (2025–2026), which expands the DNO framework beyond human health to incorporate animal and environmental health sectors under the One Health approach. With funding support from the U.S. Department of State, implementation of priority DNO recommendations has been incorporated into the GHS workplan, with targeted implementation in selected provinces across Papua New Guinea.

Scope of Work

To support implementation of the DNO recommendations, the EpiC Global Health Security Project conducted a series of provincial stakeholder consultations, beginning with Morobe Province. A two-day provincial planning workshop brought together District Health Managers, health facility Officers-in-Charge, laboratory personnel, disease control officers, provincial program managers, and technical experts to review the DNO findings and identify priority interventions across Morobe Province's nine districts.

The workshop enabled stakeholders to assess existing diagnostic and specimen referral systems, identify operational gaps, and prioritize critical investments required to strengthen laboratory services, diagnostic capacity, outbreak preparedness, and health security systems across the province.

Based on the outcomes of these consultations, priority support areas have been identified, including:

  • Laboratory and medical equipment;
  • Diagnostic and specimen referral support equipment;
  • Electrical and power support systems;
  • Infection Prevention and Control (IPC) supplies;
  • Personal Protective Equipment (PPE);
  • Cold-chain and specimen transportation equipment;
  • Blood sample collection tubes and accessories

FHI 360 hereby invites qualified and experienced vendors to submit bids for the supply, delivery, installation, commissioning, and handover of the equipment and commodities listed within this solicitation. Where applicable, suppliers shall also provide operator training, user manuals, warranty coverage, and after-sales technical support.

Bidders may submit proposals for one or more Lots. FHI 360 reserves the right to make partial awards by Lot based on technical compliance, delivery timelines, and cost competitiveness.

The successful bidder(s) shall be responsible for all costs associated with procurement, freight, customs clearance (where applicable), transportation, storage, delivery, installation, commissioning, training, and handover of the equipment to the designated health facilities within Morobe Province, Papua New Guinea.

General Procurement Requirements

Additional Procurement Notes

  • All IPC commodities and blood collection consumables should comply with WHO Infection Prevention and Control (IPC) standards, ISO, CE, or FDA quality standards and applicable national healthcare regulations.
  • PPE and consumables should have a minimum shelf life of 24 months upon delivery.
  • Suppliers should provide product specifications, certificates of conformity, and manufacturer information.
  • Products must be supplied in original manufacturer packaging with clear batch numbers and expiry dates.

Illustrative duties and responsibilities

Delivery Terms: The Supplier shall supply and deliver the relevant equipment and medical supplies to the designated provincial health authority, on a delivered basis, inclusive of all associated costs. These costs shall include, but not limited to, applicable taxes, safety and registration costs, freight, shipping and delivery charges, and any other applicable fees or charges. Where applicable, all import duties and customs clearance processes shall be the sole responsibility of the Supplier.

Training: On‑site operator safety & basic maintenance training for more than one personnel per site; provide attendance sheet and training materials. FHI360 will liaise with the recipient PHA and inform the supplier if such training would be necessary.

Handover Package: Warranty certificates; Operational & Maintenance manuals; parts catalogues; and signed delivery & commissioning reports. The transaction shall be deemed complete only upon full delivery of all relevant equipment and medical supplies as per invoiced to the designated healthcare facility and the issuance of the necessary acknowledgement, approval, or signed delivery confirmation by the authorized receiving party on site. This will be later confirmed by FHI360 respective project staff during a planned visit to ensure items marked for each facility are received.

Temporary Storage: Where immediate delivery to the final health facility is not feasible due to logistical, security, or operational constraints, the Supplier may be required to arrange temporary storage of equipment and supplies. Any temporary storage facility shall be secure, weatherproof, and suitable for protecting the integrity of the goods. The Supplier shall remain responsible for all items until final delivery and formal handover have been completed and accepted by the receiving facility. Any costs associated with temporary storage, handling, insurance, security, or subsequent transportation to the final destination shall be included within the Supplier's quoted price unless otherwise agreed in writing by FHI 360.

Minimum Technical Specifications

The successful vendor(s) will supply the following equipment, in full or in part, under the minimum technical specifications stated above.

Technical specifications

  • The tables above set out the technical specifications for equipment to be procured under this tender. The equipment will support and strengthen the diagnostic capacity and the sample referral systems in health facilities across Morobe Province in Papua New Guinea.
  • All equipment will be operated in tropical conditions with high ambient temperatures (up to 40°C), humidity up to 95%, and exposure to dust. Equipment must be robust, straightforward to maintain with locally available skills and tools, and suitable for regular use in these conditions.
  • Where “approximately” is used, deviations of ±10% are acceptable. Where “minimum” appears, the offered value must meet or exceed the stated figure.

Financial Evaluation

Financial proposals will be evaluated only for technically responsive bidders meeting the minimum technical threshold.

The lowest-priced technically compliant bid will receive the maximum financial score of 30 points. Other bids will be scored proportionately using the following formula:

Financial Score = (Lowest Evaluated Price ÷ Bidder's Price) × 30

Basis of Award

FHI 360 reserves the right to:

  • Award contracts by individual Lot or multiple Lots.
  • Make partial awards where appropriate.
  • Verify references, supplier qualifications, and delivery capacity.
  • Negotiate technical or commercial aspects of proposals.
  • Reject any or all proposals without obligation to award.

Contract award shall be made to the bidder(s) whose proposal represents the best overall value to FHI 360, considering technical compliance, quality, delivery capability, warranty and after-sales support, supplier experience, and total evaluated cost.
