Islands Petroleum is an independently owned fuel and lubes distributor, and the exclusive distributor for Mobil Lubricants in Papua New Guinea. Islands Petroleum operates bulk fuel and lubricant Depots and Distribution Centres in the Islands, Momase, Southern, and the Highlands regions. Our national head office is based in Kokopo.
We are currently seeking to hire an experienced Safety Advisor to be based in Rabaul Office to oversee our safety operations within the New Guinea Islands region.
The Role & Responsibilities
Reporting to the OHSE & Training Coordinator, the Safety Advisor will play a key role in driving a strong safety culture, supporting compliance, reducing operational risk, and delivering training initiatives across the business.
Key responsibilities include:
- Develop, implement, review, and continuously improve OHSE policies, procedures, programs, and workplace safety systems.
- Prepare and present reports on safety performance, training activities, incidents, accidents, and compliance matters, including investigations, root cause analysis, and corrective action recommendations.
- Facilitate workplace risk management processes, including JSEA, Take 5, Safety Work Instructions, and other risk assessment tools.
- Support Permit to Work (PTW) processes for high-risk activities, including confined space entry, hot work, working at heights, and electrical work.
- Conduct workplace HSE inspections, audits, and compliance monitoring activities.
- Coordinate incident trend analysis, corrective action plans, safety interventions, and Stop Work Authority processes to drive continuous improvement.
- Support contractor safety management and monitor contractor compliance with company safety requirements.
- Coordinate workplace injury rehabilitation and return-to-work programs.
- Assist in the development, implementation, and testing of emergency response plans and emergency drills for depot, road transport, and marine operations.
- Liaise with and report to relevant PNG regulatory authorities on OHSE and training matters.
- Conduct training needs assessments and identify skills and knowledge gaps across the organization.
- Facilitate Employee Health Awareness and Monitoring Programs
- Design, develop, coordinate, and deliver annual training programs and learning initiatives.
- Manage and maintain in-house training facilities and equipment.
- Promote a culture focused on zero harm, environmental protection, and duty of care throughout the organization.
Candidate Requirements
The successful candidate must posses:
- A tertiary qualification in Occupational Health & Safety, Environmental Health & Safety, Risk Management, or a related discipline.
- Certificate IV in Occupational Health & Safety or equivalent.
- Minimum 3-5 years' practical experience in an HSE Advisory, OHSE, or related role.
- Strong knowledge of OHSE legislation, industry standards, compliance requirements, and best practices.
- Demonstrated experience in incident investigation, root cause analysis, risk assessment, and corrective action management.
- Experience facilitating workplace risk management tools such as JSEA, Take 5, SWI, and Permit to Work systems.
- Experience in contractor management and emergency response preparedness.
- Experience in developing, coordinating, and delivering workplace training programs.
- Excellent written and verbal communication skills with the ability to engage effectively at all levels of the organization.
- Strong analytical, planning, organizational, and problem-solving skills.
- Proficiency in Microsoft Office applications and report writing.
- Experience within the petroleum, logistics, transport, industrial, or similar operational environment will be highly regarded.
