The New Porgera Limited now has a vacancy for qualified and experienced individuals in the position of Senior Advisor – Community Development

About the role

We are seeking experienced and results-driven Senior Advisors to lead and support the design, management, coordination, and delivery of NPL’s integrated community development portfolio across Food Security, Agriculture, Livelihoods, and Social Cohesion programs. These roles are critical to the successful implementation of NPL’s Community Development Management Plan and the advancement of national content objectives.

Working closely with community stakeholders, internal teams, government agencies, development partners, and service providers, the successful candidates will help ensure that community development initiatives deliver measurable and sustainable outcomes. Programs will be aligned with the Sustainable Development Goals (SDGs), Government of Papua New Guinea (GoPNG) development priorities, and community-identified needs.

In this role, you will.

  • Lead the development and delivery Food Security, Agriculture, and Social Cohesion programs.
  • Oversee the disciplined management of multiple projects, ensuring timely delivery and achievement of program objectives.
  • Coordinate and implement rapid-response initiatives that address immediate community priorities and needs.
  • Ensure all programs are aligned with the NPL’s Community Development Plan, Community Development Committee (CDC) priorities, the Sustainable Development Goals (SDGs), and Government of Papua New Guinea (GoPNG) development plans.
  • Manage, mentor, and support a small team of program advisors and officers to achieve key performance indicators (KPIs) and maintain disciplined program execution.
  • Support program baseline assessments, midline reviews, internal audits, and evaluation activities.
  • Ensure all initiatives are monitored against SDG-aligned indicators and contribute to the achievement of defined SDG targets.
  • Liaise and maintain effective partnerships with service providers, NGOs, government agencies, and other external stakeholders.
  • Lead program reporting and performance monitoring using approved systems and tools and contribute to quarterly and annual performance reviews.

Qualifications & Experience:

  • Degree in Agriculture, Agribusiness, Rural Development, Community Development, Economics, Public Policy, Social Sciences or related discipline.
  • Demonstrated experience in designing and implementing programs in or more of following areas: Food Security, Agriculture, Social Cohesion, Livilhood or community development programs.
  • Strong understanding of community development, rural development, PNG government systems and development partners ecosystem supporting community development.
  • Demonstrated ability to apply structured discipline to project planning, execution and reporting.
  • Experience in managing Food Security, Agriculture, Social Cohesion or Livilhood programs
  • Familiarity with SDG frameworks, program baselining, and results-based management.
  • Proficiency in Microsoft Office and data collection tools.
  • Skilled in facilitation, reporting, and partnership coordination.
  • Proficiency in Borealis, Power BI, Microsoft Office and familiarity with data collection tools.

Mobilization Requirement

This is a PNG National Staff position, a site-based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
