About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Senior Data and Records Officer manages, analyses, and maintains community, census, and ward-level governance data for NCDC. The role ensures accurate data entry, record-keeping, and reporting, and works closely with GIS and City Data teams to integrate spatial information. By providing reliable and well-organised data, the officer supports informed decision-making and strategic planning across the Commission.
Role Purpose
The role exists to ensure that data collected from field operations is accurate, complete, and properly managed, enabling evidence-based decision-making. By maintaining digital and physical records, generating reports, and supporting GIS integration, the officer contributes to improved governance, planning, and service delivery.
Key Responsibilities
- Compile, review, and enter data from field operations, including census, electoral rolls, and ward governance activities.
- Maintain accurate, organised, and secure digital and physical records in line with NCDC policies.
- Analyse and summarise data into reports, dashboards, and charts to support branch and Commission decision-making.
- Collaborate with GIS and City Data teams to geocode, map, and integrate spatial information for planning and reporting.
- Monitor data quality, identify gaps or inconsistencies, and recommend corrective actions.
- Support internal requests, audits, and evaluations by providing timely and accurate data access.
- Assist in resource management, including tracking data collection tools, digital assets, and supporting procurement documentation.
- Provide technical guidance to field and internal teams on data collection, entry, and reporting processes
Minimum:
- Certificate or Diploma in Information Management, Public Administration, Social Statistics, or a related field, plus a Grade 12 Certificate.
- Diploma or Bachelor’s degree in Information Management, Social Research, GIS, Data Science, or a related discipline. Additional training in data entry, data analysis, GIS systems, or records management is an advantage.
- A valid Class 3 Driver’s Licence is desirable due to occasional travel to support field data collection
- Strong knowledge of data management, analysis, and reporting practices.
- Familiarity with GIS systems and spatial data integration.
- Knowledge of records management, data privacy, and compliance standards.
- Proficiency in database management, spreadsheets, and data visualisation tools.
- Attention to detail, accuracy, and organisation when handling large volumes of data.
- Ability to analyse trends, identify gaps, and provide actionable insights.
- Strong communication and coordination skills for working across internal teams and external stakeholders.
- Problem-solving skills to resolve data, technical, or system integration challenges.
- Minimum 3–5 years of relevant experience in data entry, records management, statistical reporting, or GIS support.
- Experience in summarising field data into useful reports and maintaining databases across multiple program areas.
- Exposure to working with government, municipal authorities, or community-based organisations handling population or governance data is highly desirable.
