About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Senior GIS Officer provides day-to-day coordination and technical oversight of geospatial activities within the City Data Branch. As the primary technical lead and first point of support for GIS staff, the role ensures the quality, consistency, and efficiency of spatial data workflows and outputs.
Role Purpose
Acting as the operational second-in-command, the Senior GIS Officer supports the delivery of mapping, spatial analysis, and data services that inform infrastructure planning, land use, and community-focused programs. The role contributes to reporting, stakeholder engagement, and project delivery across all NCDC branches while mentoring GIS staff.
Key Responsibilities
- Technical Oversight and Data Quality: Ensure accuracy and reliability of spatial data through high-level analysis and quality control.
- Operational Coordination: Assist in day-to-day coordination of GIS tasks and field activities, providing guidance to GIS Officers and Technicians.
- Stakeholder Engagement: Support internal and external partners by delivering high-quality spatial data solutions and representing the GIS unit when delegated.
- Minimum: Bachelor’s Degree in Geographic Information Systems (GIS), Geospatial Science, Urban Planning, Remote Sensing, or a related field from a recognised institution
- Preferred:
- Bachelor’s Degree as above, plus either Postgraduate Certificate or Diploma in Spatial Analysis, or Urban Informatics, &/or additional certifications in GIS software (e.g., ArcGIS, QGIS) or spatial data management.
- Valid Driver’s Licence (Class 3) – advantageous
- Principles of geospatial databases, coordinate systems, and data governance frameworks.
- Urban planning concepts including zoning, land use, and infrastructure mapping.
- Strong working knowledge of ArcGIS, QGIS, GPS technologies, and spatial modelling tools.
- Understanding of metadata standards, QA/QC protocols, and technical documentation.
- Familiarity with planning laws and regulatory frameworks applicable to NCDC and PNG.
- GIS data integration techniques and standards across multi-agency environments.
- Awareness of public sector operational structures and service delivery models.
- Strong analytical and spatial problem-solving capabilities.
- Effective mentoring and technical support skills for junior GIS staff.
- Clear and professional communication for cross-department collaboration.
- Ability to coordinate workflows and maintain output quality without formal supervisory authority.
- Organised and methodical approach to documentation, analysis, and data management.
- Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby.
- At least 5+ years in progressively responsible experience in GIS roles
- Experience coordinating GIS tasks or projects, ensuring quality and timely delivery
- Demonstrated ability to support, mentor, or guide junior GIS personnel in technical tasks
