Classification: Grade 14 (Salary in accordance with Salary Structure)

About OPIC

The PNG Oil Palm Industry Corporation (OPIC) is a Statutory Authority established to promote the sustainable development of Papua New Guinea's oil palm industry. OPIC provides extension, advisory, and support services to oil palm growers, strengthens industry partnerships, and contributes to rural economic development and improved livelihoods.

Key Responsibilities

The successful applicant will:

  • Coordinate recruitment, selection, appointment and onboarding processes.
  • Coordinate payroll documentation, salary variations, employment contracts, and leave administration.
  • Maintain accurate and confidential personnel records and HR information systems.
  • Coordinate the implementation of the Staff Performance Appraisal (SPA) system and monitor compliance.
  • Coordinate staff learning and development activities, including annual training plans.
  • Assist in managing disciplinary matters, grievances, investigations, and employee relations.
  • Prepare monthly HR reports, workforce statistics, and management reports.
  • Ensure compliance with the Public Service General Orders, Employment Act, OPIC Act, and OPIC Human Resource policies.
  • Supervise junior Human Resource staff and promote continuous improvement in HR service delivery.
  • Provide professional HR advice and support to managers and employees across OPIC.

Qualifications and Experience

Applicants must possess:

  • A bachelor’s degree in human resource management, Business Management, Public Administration, Psychology, or a related discipline from a recognised tertiary institution.
  • A minimum of five (5) years' relevant Human Resource experience, including experience in a supervisory or senior HR role.
  • Sound knowledge of the Public Service General Orders, Employment Act, Public Services (Management) Act, and contemporary Human Resource Management practices.
  • Experience in recruitment, employee relations, payroll administration, performance management, training coordination, and policy implementation.
  • Strong analytical, organisational, communication, report writing, and interpersonal skills.
  • High standards of integrity, confidentiality, professionalism, and ethical conduct.
  • Proficiency in Microsoft Office applications and HR information systems.

Desirable Attributes

  • Current Membership with the Papua New Guinea Human Resource Institute (PNGHRI).
  • Experience working within the PNG Public Service or a Statutory Authority.
  • Demonstrated leadership, coaching, and stakeholder engagement skills.
