  • Own network architecture, security and NOC performance
  • Hands-on Cisco/Fortinet expertise essential
  • Lead and mentor a 24/7 network operations team

About the Company
This bank delivers secure and innovative digital banking solutions across Papua New Guinea, supporting individuals and businesses through modern, always-on digital channels including mobile, internet, USSD and agency banking.

About the Role
Reporting to the Head of IT, the Senior Manager, Network Infrastructure owns the availability, performance and security of the network underpinning the bank's LAN, WAN and digital banking channels — mobile app, internet banking, USSD, agency banking, card/ATM/POS switching and API/Open Banking integrations. This is a genuinely senior, hands-on role: you'll lead the Network Operations Centre (NOC), take real ownership of the network domain, and be accountable for resilient, secure infrastructure in a 24/7/365 banking environment.

Key Responsibilities
  • Own network architecture and ensure 24/7/365 availability across all digital banking channels
  • Lead the NOC, driving proactive monitoring and rapid incident resolution
  • Develop and enforce network security controls aligned with Central Bank guidelines, PCI-DSS and ISO 27001
  • Manage capacity planning to maintain resilience during peak transaction periods
  • Lead network-related projects supporting new digital products and channel expansion
  • Manage vendor, telco and payment ecosystem relationships and SLAs
  • Own the network operations budget and reporting
  • Lead, mentor and develop the network operations and NOC team, including 24/7 shift coverage
  • Maintain network documentation, DR/BCP plans and drive regular DR/failover testing
  • Stay current with emerging network, security and fintech infrastructure trends
Key Requirements & Qualifications
  • Bachelor's degree in Computer Science, IT, Telecommunications or related field; Master's an advantage
  • Hands-on experience with Cisco and Fortinet platforms is essential
  • Professional certifications such as CCNP/CCIE, JNCIP, ITIL, CISSP/CISM strongly preferred
  • 8–10+ years in network engineering/operations, including 3–5 years in a genuine senior management role with domain ownership — not purely technical delivery
  • Proven experience managing network infrastructure supporting core banking, digital/mobile channels and payment switching (ATM/POS/card networks)
  • Strong, current knowledge of network security, firewalls, routing/switching, DDoS mitigation and SIEM tooling, plus awareness of emerging network technologies
  • Proven track record leading and developing teams, ideally in a 24/7 NOC or operations environment
  • Working knowledge of banking/payment regulatory frameworks (Central Bank guidelines, PCI-DSS, ISO 27001)
This is a senior, high-impact role for a network leader ready to take true ownership of a bank's digital infrastructure — shaping strategy, leading a 24/7 team, and directly protecting the customer experience across every digital channel.
