Senior Partnership Officer – Buka Based
CARE International in PNG is recruiting a Senior Partnership Officer based in Buka. CARE International has been working in Papua New Guinea since 1989 and established a Country Office in late 2006. Current program focal areas for CARE PNG include Governance, Women’s Economic Empowerment, Sexual, Reproductive and Maternal Health, Education, Climate Change Adaptation, Disaster Risk Reduction, Emergency Preparedness and Response. CARE PNG aims to achieve a significant, positive, and lasting impact on poverty and social injustice in remote rural areas by empowering women and their communities through effective partnerships.
Underpinning this are four strategic objectives which focus respectively on enhancing program quality; strengthening women’s empowerment and gender equality; building strategic partnerships with civil society, government and private sector groups; and developing organisational capacity. CARE PNG is responsible for program design, implementation, monitoring and evaluation, as well as management and contractual control of all projects. Therefore, we have a high degree of accountability and transparency. CARE PNG is committed to protecting the rights of children in all areas where we work around the world.
The Senior Partnership Officer will act as the primary focal point for the implementation of the “Strengthened Partnerships for Gender Equality in Papua New Guinea” project in Buka, Autonomous Region of Bougainville. This role will ensure that project activities are implemented to high-quality standards through effective collaboration with local partners, including the Bougainville Disabled Persons Organisation (BDPO) and Hako Women’s Collective (HWC), and alignment with CARE PNG’s partnership strategy.
In the role, the Senior Partnership Officer will oversee day-to-day project delivery with partners, ensure accurate and timely reporting, provide capacity strengthening support, and maintain strong coordination between CARE’s technical teams and partner organisations.
SELECTION CRITERIA
- Bachelor’s degree in community development, social sciences, gender studies, related field, or equivalent combination of education and work experience.
- Minimum 5 years’ experience in partnership management, community development, or project coordination roles.
- Proven experience working with civil society organisations and/or local government.
- Strong facilitation skills and experience delivering capacity building and training.
- Knowledge of gender equality, women’s economic empowerment, and disability inclusion principles.
- Excellent communication skills in English and Tok Pisin (written and spoken).
- Strong organisational skills with the ability to manage multiple priorities under pressure.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams).
- Experience working in the Autonomous Region of Bougainville and or being a resident is required.
- Understanding of DFAT ANCP compliance requirements and donor reporting.
- Experience in monitoring and evaluation processes.
