Job Description
IOM has been operational in Papua New Guinea (PNG) since 2001, supporting the Government and communities in addressing a wide range of migration and mobility-related challenges. Guided by IOM’s Strategic Vision and aligned with national priorities, IOM’s programming spans all four pillars of its global Strategic Results Framework: saving lives and protecting people on the move; driving solutions to displacement; facilitating safe pathways for regular migration; and strengthening migration governance. Operating from its head office in Port Moresby and through decentralized field offices across the country, IOM in PNG implements integrated programming in disaster risk reduction and emergency response; climate change and human mobility; counter-trafficking and protection of vulnerable migrants; migration health; community stabilization and durable solutions; border and migration management; and assisted voluntary return and reintegration. IOM also plays a key role in supporting government-led efforts to improve migration data, enhance institutional capacity, and ensure whole-of-government and whole-of-society approaches to safe, regular, and inclusive migration governance.
Under the overall supervision of the Emergencies and Disaster Management (EDM) Coordinator and the direct supervision of the Field Office Focal Point in Mount Hagen, the incumbent will support the implementation of IOM’s Peacebuilding and Community Stabilization initiatives and provide day-to-day technical and operational support to contribute to the effective delivery of activities, working closely with communities, local authorities, and partners. The role requires a strong commitment to quality, consistency, and accountability, and contributes to IOM’s broader efforts to promote social cohesion, strengthen community resilience, and address the drivers of conflict and displacement in Papua New Guinea.
Responsibilities
- Assist in the implementation of peacebuilding and community stabilization programs, supporting day-to-day operations and facilitating alignment with programme goals and community needs.
- Coordinate with local communities, government agencies, UN agencies, and NGOs to facilitate collaboration, effective program delivery and the promotion of community participation in peacebuilding initiatives.
- Assist in organizing and facilitating community-based peacebuilding workshops, dialogues, and training sessions, enhancing local capacities in conflict resolution, dialogue, and social cohesion.
- Support the monitoring and evaluation of peacebuilding activities, gathering data, tracking progress, and identifying challenges to improve program impact and outcomes.
- Assist in drafting high-quality reports, presentations, and communication materials related to peacebuilding and community stabilization activities, ensuring clear documentation for internal and donor purposes, while effectively showcasing project outcomes, lessons learned, and recommendations for future interventions.
- Support the integration of gender-sensitive approaches and the inclusion of marginalized groups (such as women, youth, and vulnerable populations) in peacebuilding activities and community stabilization efforts.
- Identify and report on emerging conflicts or risks in target areas, providing recommendations for intervention and facilitate that programs adapt to the evolving needs of the community. Assist in conducting regular conflict sensitivity and political economy analyses to inform programme design and ensure interventions are context-appropriate and do not exacerbate existing tensions.
- Support resource mobilization efforts, contributing to the development of project proposals, donor reports, and other materials to secure funding and strengthen program sustainability.
- Foster strong relationships with local community leaders, stakeholders, and partners, building trust and ensuring the sustainability of peacebuilding interventions at the local level.
- In coordination with the MECC Officer in Port Moresby, incorporate climate change adaptation and mitigation strategies into peacebuilding efforts, facilitating that climate risks are addressed in conflict prevention, recovery, and community resilience planning.
- Provide weekly updates on field progress of community stabilization and peacebuilding programming in the Highlands and escalate issues and concerns to the Field Office focal point and the EDM Unit in Port Moresby for awareness and follow-up action.
- Coordinate the timely submission of the monthly financial expenditure report, asset inventory checklist, staff timesheets, and vehicle logbook to the relevant focal points, at the field level and in Port Moresby.
- Where applicable, directly supervise the daily operations of project staff in the field office, under the guidance of the Field office focal point.
- Perform such other duties as may be assigned.
Qualifications
- University degree in Social Science, Development Studies, or similar relevant field from an accredited academic institution with four years of relevant professional experience; or
- High School Degree/Certificate in the above fields with six years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- At least 4 years of experience in peacebuilding and community stabilization, transition and recovery, community development and Internally Displaced Persons (IDPs).
- Knowledge of peacebuilding and community stabilization and (re) integration activities, and development issues.
- Experience in designing capacity building events and facilitating training sessions for a variety of audiences.
- Experience in liaising with governmental authorities as well as with national institutions or service providers
- Experience in peace reconciliation processes is an advantage.
- Experience in facilitating consultative meetings and collecting qualitative and quantitative data is an advantage.
- Past role managing small national teams with Government, INGOs, UN agencies or Private Sector in field locations in Papua New Guinea.
- Experience designing capacity building events and facilitating training sessions for a variety of audiences.
- English and Tok Pisin is required.
