Senior Project Officer – BRIDGE-SA Project
CARE International in PNG is seeking a qualified and experienced Senior Project Officer to support the effective coordination and implementation of the BRIDGE-Social Accountability Project. CARE International in Papua New Guinea is inviting applications from qualified and experienced candidates for the position of Senior Project Officer – BRIDGE-SA Project, based in Lae, Morobe Province. The role will support the implementation of the BRIDGE-SA Project across selected communities, schools, health facilities and districts in Morobe Province, with occasional support to Eastern Highlands Province. The successful candidate will work closely with the Project Coordinator, project team, government partners, church agencies, civil society organisations and community stakeholders to support effective field delivery, community engagement, monitoring, documentation and learning.
The Senior Project Officer will support quality implementation of BRIDGE-SA activities by coordinating field-level activities, facilitating community and stakeholder engagement, supporting social accountability processes, tracking agreed actions, maintaining project documentation and contributing to monitoring, evaluation and learning. The position will also provide day-to-day support to field staff or facilitators where required and help ensure that project activities are delivered in line with CARE’s commitments to gender equality, disability and social inclusion, safeguarding, accountability and do no harm.
This role is based in Lae, Morobe but will require travel to CARE PNG’s field offices and project sites as and when required.
Key Responsibilities
- Support the planning and delivery of project activities in line with approved workplans, budgets, timelines and quality standards. Coordinate field schedules, follow-up actions, logistics and documentation across project sites.
- Build and maintain positive working relationships with community leaders, school representatives, health facility staff, church agencies, civil society organisations and local authorities.
- Support meetings, trainings, workshops, community forums and dialogue sessions that strengthen community voice, feedback and participation in service improvement.
- Support the use of community scorecards, citizen charters, feedback mechanisms, interface meetings and joint action planning with schools, health facilities and communities.
- Assist with collecting, verifying and organising monitoring data, field observations, stories of change, case studies and implementation evidence.
- Maintain accurate project records, attendance lists, activity trackers, meeting notes, field reports and follow-up action records in a timely and organised manner.
- Promote safe, respectful and inclusive participation of women, girls, boys, youth, persons with disabilities and other marginalised groups in project activities and decision-making processes.

Selection Criteria
- Diploma or Degree in public health, education, development studies, governance, social sciences, project management or a related field.
- At least 4–5 years of relevant experience supporting or coordinating development programs, community-based projects or field implementation activities.
- Demonstrated experience working with communities, local stakeholders, government, churches or civil society organisations in Papua New Guinea.
- Experience facilitating community engagement activities, trainings, dialogue processes, workshops or field-based project activities.
- Strong skills in planning, organising, implementation tracking, stakeholder coordination and follow-up of agreed actions.
- Ability to prepare clear field reports, meeting notes, activity updates and project records.
- Working knowledge of community scorecard tools, feedback systems, social accountability or governance strengthening approaches.
- Understanding of gender equality, disability and social inclusion, safeguarding, child protection and inclusive programming.
- Good written English skills and competence in Microsoft Office applications, including Word, Excel and Outlook.
- Ability to work independently, manage competing priorities, travel to rural and remote locations, and support others in the delivery of activities.
Desirable Experience
- Experience working in Morobe and/or Eastern Highlands Province.
- Familiarity with social accountability approaches, including scorecards, feedback systems, dialogue forums or governance strengthening.
- Experience in health and/or education sector programming.
- Understanding of donor-funded project requirements and reporting processes.
- Experience working in partnership with church agencies or local civil society organisations.
