Summary

This position is responsible for managing the financial and contractual aspects of construction projects from planning to final handover. The role involves detailed cost estimation, tender preparation, contract administration, and project closeout, ensuring value for money and compliance at every stage.

Duties and Responsibilities

1. Pre-Construction Stage (Planning, Cost Estimation, and Contract Preparation)

  • Prepare feasibility studies and cost plans to assess project viability.
  • Develop preliminary and detailed cost estimates, covering material, labour, and associated costs.
  • Draft and finalize Bills of Quantities (BOQ), Bills of Materials (BOM), take-offs, and tender documents.
  • Evaluate subcontractor bids and participate in tender clarifications.
  • Support negotiation and drafting of contracts with vendors and subcontractors.
  • Propose cost-saving strategies and implement value engineering initiatives.
  • Ensure adherence to local regulations, statutory requirements, and internal standards.

2. Construction Stage (Contract Administration, Cost Control, and Monitoring)

  • Review and verify progress claims, variations, and change orders.
  • Perform on-site inspections and quantity validations of completed works.
  • Prepare and issue interim payment certificates on a regular basis.
  • Coordinate with project and site teams to track budgets and cost forecasts.
  • Negotiate adjustments for variations and update cost projections.
  • Manage claims, disputes, and contractual communication with external parties.

3. Post-Construction (Final Accounts and Closure)

  • Compile final accounts and close-out documentation for each project.
  • Approve final subcontractor and supplier claims.
  • Ensure retention release and processing of all contractually required deductions.
  • Assist in finalizing any pending contractual or financial issues.

4. Completion & Handover

  • Support final project handover activities and checklist completion.
  • Ensure receipt of all warranty documents, maintenance manuals, and as-built records.
  • Facilitate final regulatory approvals and statutory compliance certifications.

Job Requirements

  • Degree in Quantity Surveying, Civil Engineering, or Construction Management.
  • 5–10 years’ experience in project cost control and contract administration.
  • Proficiency in tendering, cost planning, and post-contract activities.
  • Skilled in contract negotiation and commercial risk management.
  • Experience with construction measurement and cost software.
  • Strong leadership and team coordination capabilities.
  • Ability to manage multiple tasks under tight deadlines.
  • Excellent communication and stakeholder management skills.
