Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the
U.S. Department of State (US DoS), provides strategic technical assistance and direct service delivery to achieve HIV epidemic control Among at-risk and vulnerable populations and strengthen global health security, including COVID-19 response.
EpiC is led by FHI 360 with core partners Right to Care (RTC), Palladium, and Population Services International (PSI). Starting in early 2020, EpiC responded to the global COVID-19 pandemic by supporting partner governments to prevent, prepare for, and respond to COVID-19 and bolster health systems.
FHI 360, in collaboration with the National Department of Health (NDoH) plans to create a costed medical oxygen roadmap for Papua New Guinea (PNG), through strengthened medical oxygen systems across the country by improving access, utilization, and management of oxygen-related equipment in public health facilities. One key outcome of this process is the creation of a National Medical Oxygen Policy to guide the planning, regulation, financing, and sustainable use of medical oxygen services across the country.
FHI 360 in collaboration with the NDoH have developed a draft Medical Oxygen Policy through technical consultations and stakeholder engagement. To progress this draft to formal vetting within NDoH and ultimately to approval by the National Executive Council (NEC), FHI 360 is seeking to contract a short-term consultant specialised in technical and policy support, to collaborate with the NDoH Policy Unit to progress this work. As part of this effort, FHI 360 seeks to engage a Local Policy Development Expert. FHI360, is therefore, seeking qualified candidates for the following role:

RESPONSIBILITIES
- Reviewed and refined draft National Medical Oxygen Policy (final version ready for NDoH vetting).
- Policy briefs and supporting documentation required for internal NDoH
- NEC-ready policy submission package, including executive summaries and annexes as
- A brief consultancy completion report summarising activities undertaken and outcomes achieved.
REQUIREMENT
Proven experience in health policy development and PNG government policy processes.
PRIMARY LOCATION:
FHI360 Country Officer, Port Moresby, Papua New Guinea.
