The Opportunity
ADI invites Expressions of Interest from highly experienced community engagement practitioners to undertake a six-week individual consultancy in Papua New Guinea. The Stakeholder Engagement Specialist will facilitate meaningful participatory consultations across target communities to capture community priorities and preferences to inform the design and establishment of an ADI Health Hub© in partnership with a provincial health authority. This is a unique opportunity for a skilled, culturally grounded practitioner to contribute directly to community-led health service planning in a context of genuine need.
Key Responsibilities
- Design and facilitate participatory consultation sessions across target communities
- Create safe, inclusive, and gender-responsive spaces that support honest community dialogue
- Capture community health service priorities, preferences, and concerns with rigour and sensitivity
- Document consultation findings in a structured format suitable for program design use
- Prepare and submit a final consultation report to ADI within the contract period
What We Are Looking For
Essential:
- Extensive experience in community engagement and participatory consultation in PNG contexts
- Deep understanding of community dynamics, cultural protocols, and inclusive facilitation
- Demonstrated ability to listen to and accurately represent community voices and priorities
- Experience working with women and marginalised groups in community health or development settings
- Ensure Do No Harm approaches are applied during all community consultation and engagement
- Strong written English skills — able to produce clear, well-structured reports
- PNG-based or able to be Port Moresby-based for the full contract period at own expense
Desirable:
- Prior experience with peri-urban communities
- Familiarity with GEDSI principles in community engagement
- Experience supporting health hub, clinic, or primary health care design processes

- Financial proposal — daily rate and total fee for the six-months engagement (Port Moresby accommodation and living costs are not reimbursable)
