About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Supervisor – Medical & Household Hazardous Waste provides field-based supervision and coordination of medical and household hazardous waste management across the National Capital District. The role focuses on monitoring waste handling practices at healthcare facilities and within communities, supervising contractors, conducting inspections, and supporting awareness and incident-response activities to reduce public health and environmental risks.
Role Purpose
The role exists to ensure the safe, compliant, and effective collection, handling, transport, and disposal of medical and household hazardous waste. By conducting inspections, coordinating contractors, engaging healthcare providers and communities, and maintaining accurate reporting, the Supervisor supports improved hazardous waste compliance and contributes to safer, healthier communities.
Key Responsibilities
- Monitor medical and household hazardous waste collection, segregation, storage, transport, and disposal to ensure compliance with NCDC procedures and national regulations.
- Conduct routine inspections of healthcare facilities, community waste points, and hazardous waste generators to identify risks, non-compliance, and unsafe practices.
- Coordinate and supervise licensed contractors during hazardous waste handling, transport, and disposal activities.
- Provide on-site supervision for high-risk waste streams, ensuring correct containment and approved disposal methods are followed.
- Identify and respond to spills, sharps incidents, abandoned hazardous waste, or unsafe disposal practices, escalating issues where required.
- Maintain accurate records of inspections, waste quantities, contractor performance, and hazardous waste incidents.
- Prepare and submit timely operational reports, inspection findings, and non-compliance summaries to the Waste Management Officer.
- Engage healthcare staff, community leaders, households, and small businesses to promote safe hazardous waste handling and disposal practices.
- Support awareness, training, and education activities related to medical waste, sharps management, and household hazardous waste.
- Provide field-based feedback and recommendations to improve safety, compliance, and operational efficiency.
- Assist with procurement activities and monitor the use of materials and resources for hazardous waste operations.
- Perform other duties as directed to support hazardous waste management operations.
Education & Qualifications
Minimum:
Diploma in Environmental Health, Environmental Science, Waste Management, Public Health, Community Development, or a related field.
Preferred:
- Bachelor’s degree in Environmental Health, Environmental Science, Waste Management, Public Health, or a related discipline.
- Highly desirable: Valid Driver’s Licence (minimum Class 3).
Skills & Knowledge
- Knowledge of medical waste management standards, including segregation, containment, storage, labelling, and safe handling of sharps, clinical waste, and contaminated materials.
- Understanding of household hazardous waste categories such as batteries, chemicals, paints, solvents, e-waste, and their associated environmental and health risks.
- Familiarity with national environmental and public health regulations governing hazardous waste handling, transport, and disposal.
- Awareness of incident response procedures for spills, leaks, sharps exposure, and abandoned hazardous waste.
- Knowledge of reporting, record-keeping, and documentation requirements for hazardous waste tracking and compliance monitoring.
- Ability to identify safety risks, improper disposal practices, and non-compliance during inspections and field operations.
- Strong communication skills to engage healthcare staff, households, community groups, contractors, and regulatory officers.
- Sound organisational skills to plan fieldwork, coordinate contractors, and manage multiple waste streams effectively.
- Skill in preparing clear inspection notes, operational records, and incident reports.
- Ability to follow and promote strict PPE, safety, and environmental protection procedures.
- Committed, reliable, and dedicated to supporting NCDC’s goals, values, and public health responsibilities.
Work Experience
- At least 1–2 years experience in medical waste handling, hazardous waste management, environmental health fieldwork, or related public health/waste compliance operations.
