POSITION TITLE: SUPPLY ACTIVITY OFFICER
CONTEXT
Médecins Sans Frontières (Doctors Without Borders) is a private, non-profit international humanitarian organization, founded in 1971 and working in 70 countries around the world. MSF provides medical assistance to populations in crisis, regardless of race, religion, belief or political affiliation. In PNG, MSF has been working since 2007 in Lae, Taric, Bougainville, Gulf Province and NCD Province. MSF is now working to support the Department of Health to improve access to care for patients in JIWAKA and Highlands.
JOB PROFILE
- Performing the day-to-day implementation of supply procedures and ensuring efficient administrative processes for one or more areas of the supply programmes (Order Processing, Transport and Customs, Procurement, etc.) at project level according to MSF protocols, standards and procedures in order to ensure the optimal running of the project.
- Supporting Logistics manager to organize an assessment to identify suppliers in Jiwaka, Mt. Hagen, and Kundiawa, and to compile a detailed report summarising the findings.
- Performing the day to day purchasing activities in a particular supply office and project level.
- Ensuring that all necessary tools and management procedures are followed to avoid stock ruptures, losses and excess stocks in the project.
- Performing the day to day procedures and administrative processes for the clearance and transportation of goods.
- Follow-up and prepare necessary documents for clearence of cargos with DHL, Fedex etc.
- Ensure anticipation of project needs, and timely placement of orders for recurring items (as per MSF schedule).
- Reconcile all supplies and service providers billing with finance department before end of each month.
- Close monitoring of existing contracts,including set-up and renewal framework agreements as per MSF Standard Operation Procedures.
- Carry-out inventories to maintain stock availability, as per MSF schedule (monthly, quarterly) to support the activities of the project.
- Goods/Materials reception preparation: Collaborate with coordination supply officer to obtain necessary documents relating to goods reception eg (waybill, packing list, etc)
- Receive and encode IR (internal requests) on MSF database (UNIFIELD), ensure validation and proper archiving, and completion of regular reporting to Logistics Manager/Logistics Coordinator.
- Ensure Supply Standard Operating Procedures (SOPs) are followed before items leave the Store.
