About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Team Leader – Cleaning leads and coordinates daily cleaning operations across all assigned NCDC buildings to ensure offices, corridors, stairways, and common areas are maintained to a high standard of cleanliness, hygiene, and presentation. The role supervises NCDC cleaning staff, monitors the performance of contracted cleaning service providers, and ensures all cleaning activities are carried out safely, efficiently, and according to agreed schedules and quality standards.
Role Purpose
Reporting to the Manager – Buildings & Facilities, the purpose of the Team Leader – Cleaning is to ensure all NCDC facilities are clean, safe, and welcoming for staff and visitors. This is achieved by managing cleaning staff, preparing and implementing rosters, monitoring performance, providing training and guidance, and maintaining cleaning materials and equipment. The role supports effective coordination between NCDC staff, cleaning contractors, and the Buildings & Facilities management team, contributing to the professional image and operational functionality of NCDC facilities while upholding workplace health, safety, and hygiene standards.
Key Responsibilities
- Lead, supervise, and coordinate daily cleaning operations across all NCDC buildings, ensuring high standards of cleanliness, hygiene, and presentation, and fostering a motivated and cooperative team culture.
- Prepare, implement, and monitor cleaning schedules, conduct inspections, manage cleaning staff and contractors, and provide coaching, performance feedback, and corrective actions as needed.
- Oversee cleaning materials, equipment, and PPE, ensure compliance with health and safety policies, maintain accurate records, liaise with building occupants and branches, and support reporting and continuous service improvement.
- Minimum: Grade 10 certificate and relevant working experience.
- Preferred: Additional training or certification in Supervisory Skills, Cleaning Operations, Hospitality Services, Facilities Maintenance or Chemical Handling.
- Commitment to safe work practices, reliability, and maintaining NCDC’s professional standards.
- Sound understanding of cleaning operations, hygiene standards, and workplace sanitation practices.
- Knowledge of cleaning equipment, materials, and safe chemical handling procedures.
- Awareness of workplace health and safety procedures, including the correct use of PPE.
- Understanding of rostering, task allocation, and performance monitoring in a team environment.
- Knowledge of NCDC procurement and stock control procedures for consumables and supplies.
- Familiarity with waste management, pest control coordination, and general facility upkeep.
- Awareness of environmental and sustainability principles related to cleaning and waste reduction.
- Strong leadership and team supervision skills with the ability to motivate and guide cleaning staff.
- Good organisational and planning skills to coordinate multiple cleaning tasks and schedules.
- Effective communication and interpersonal skills to liaise with staff, contractors, and building occupants.
- Ability to monitor and maintain cleaning quality standards through regular inspections.
- Skilled in basic record-keeping for attendance, supply usage, and daily task reporting.
- Ability to identify cleaning or safety issues and recommend practical solutions.
- Minimum of five (5) years’ experience in professional cleaning or facility maintenance, including at least two (2) years in a supervisory or team leader role.
- Demonstrated experience in coordinating staff and contractors in a large office or multi-building environment.
- Proven experience in stock control, cleaning supply management, and quality assurance.
- Experience working in a public-sector or large institutional setting is desirable.
