Technical Consultant – WASH & Peace Building Project (Morobe Based)

CARE International in PNG is recruiting a Technical Consultant for the WASH and Peace Building Program, based in Lae. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

The purpose of the assignment is to develop two costed district WASH Plans, one for Bulolo and for Huon Gulf Districts.

Specifics objectives are listed below:

  • Conduct WASH bottleneck analysis, conflict analysis and disaster risk assessment in each district.
  • Considering the results of baseline survey, the 5 years target set up and solution to address or mitigate WASH bottlenecks, conflict and climate risks, develop a costed District WASH plan for each district.
  • Develop an ‘Emergency preparedness and response plan ‘ for each district.

The consultant’s scope of work will include

  • Desk review: collect and analyse national, provincial and local relevant documents.
  • Organize one / two inception meetings (one per district) with Government Counterparts and relevant stakeholders for sharing detail protocol and methodologies.
  • Conduct a disaster risk assessment (including climate risk assessment) at the community and district level, prioritize them and propose resilient solutions.
  • Conduct conflict analysis: develop a mapping of stakeholders at the district and community level, analyse the causes and dynamics of conflict, find out existing conflict sensitive and peacebuilding mechanism or intervention to be to set up.
  • Organize and conduct two WASH Bottleneck Analysis workshops in targeted districts, facilitate the setting of district WASH targets and milestones and identification of capacity building interventions
  • Consolidate all the information and draft costed Climate Resilient and Conflict sensitive WASH plans; This plan will consider the following lenses: climate change, DRR, resilience, gender, child and disability friendliness and sustainable environment. It will address WASH gaps in supply (level of access to WASH service), demand (knowledge, practices, social norms) and enabling environment (policies/district development plans, sector coordination, financing and budgeting, accountability, capacity building, monitoring and evaluation, partnership, advocacy and communication).
  • Consolidate all the information and draft the Emergency preparedness and response plan.
  • Organize a stakeholders’ consultation workshops in each district to validate the plan and the emergency preparedness and response plan.
  • Finalize the Plans and facilitate the endorsement of the costed Climate Resilient and conflict sensitive District WASH Plan by the district authorities.
  • Disseminate the WASH Plans through the facilitation of a dissemination workshop, one in each district.

SELECTION CRITERIA

  • Highly experienced WASH professionals with advanced degrees in social sciences, public health, engineering or related fields and long-standing experience of developing plans or programmes and in using participatory and qualitative approaches.
  • Extensive experience in designing, planning, organizing and leading sector development plan (WASH Plan), taking into consideration social and development issues in PNG context.
  • Extensive experience with WASH bottleneck analysis, climate risk assessment, conflict analysis and WASH Plan development in PNG or other countries, especially in the fields of rural & urban WASH, WASH in school, WASH in health, hygiene behaviour changes approaches including CLTS (Community-Led Total Sanitation), WASH interventions in both rural & urban settings along with institutional capacity development.
  • Experience on emergency preparedness and response.
  • Knowledge of climate change and its impacts on WASH sector and social services.
  • Ability to mobilize required local expertise includes government counterparts, CSO and private sector.
  • Demonstrated experience in facilitating consultations and workshops.
  • Prior experience of having conducted bottleneck analysis and WASH Plan development with children, adolescents, young people, ethnic minorities, and traditionally marginalized populations would be an added advantage.
  • Commitment to deliver the final products in line with the set TOR within the agreed timeline.
  • Knowledge of challenges and issues on development including gender equality and human rights, and vulnerability in PNG will be an asset.
  • Fluency in English is required. Knowledge of an additional local language is an asset.
