About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Technical Officer – Airconditioning is a specialist technical position within the Buildings & Facilities Branch of the Corporate Affairs Directorate. Based at NCDC City Hall in Waigani, the role reports to the Maintenance Coordinator and is responsible for the hands-on installation, maintenance, and repair of all HVAC (Heating, Ventilation, and Air Conditioning) and refrigeration systems across NCDC’s portfolio of owned and leased properties. This role involves working with a variety of systems, from central plant chillers to individual split units, and requires a high degree of technical independence, including the ability to respond to urgent or after-hours service requests.
Role Purpose
The primary purpose of this role is to ensure the continuous and reliable operation of climate control and refrigeration systems essential to NCDC’s building environments. The Technical Officer is tasked with ensuring all HVAC systems operate efficiently and safely in accordance with national standards and environmental regulations regarding refrigerant management. By implementing effective preventive maintenance programs and identifying complex issues that require external specialist support, the role maintains a productive and comfortable environment for staff and visitors while protecting the Commission’s technical assets.
Key Responsibilities
- HVAC System Maintenance and Reliability: Carry out inspections, repairs, and preventive maintenance of air-conditioning, ventilation, and refrigeration systems across NCDC facilities to ensure safe, efficient, and reliable climate control in compliance with technical standards and regulations.
- Operational Support and Coordination: Support the Maintenance Coordinator by maintaining accurate maintenance records, providing technical input for contractor engagement, and ensuring all tools, parts, and consumables are effectively managed to support high-quality service delivery.
- Safety, Compliance and Reporting: Apply strict OHS and refrigeration safety standards in all works, maintain clean and hazard-free work environments, and provide timely reports on system faults, repairs, and energy performance to support effective facility management.
- Minimum: Trade Certificate or National Certificate (NC3 or equivalent) in Air-conditioning and Refrigeration or Mechanical Engineering (HVAC) from a recognised institution.
- Preferred: Additional certification in Refrigerant Handling, Occupational Health and Safety (OHS), or Facilities Maintenance.
- Must hold a valid PNG Trade Test Certificate and relevant refrigeration gas handling licence (where applicable).
- Must hold a Driver’s License (minimum Class 3).
- Strong understanding of air-conditioning, refrigeration, and ventilation systems used in large buildings.
- Knowledge of preventive and corrective maintenance practices for HVAC systems.
- Familiarity with PNG mechanical and refrigeration codes, building standards, and OHS regulations.
- Knowledge of chiller plant operations, compressors, air-handling units, evaporators, and ducted systems.
- Understanding of refrigerant recovery, leak detection, and environmental compliance procedures.
- Awareness of energy efficiency, temperature control, and air quality management principles.
- Basic understanding of procurement processes and contractor coordination for service works.
- Understanding of maintenance tracking software or digital work-order systems.
- Awareness of emergency response procedures for equipment failure, refrigerant leaks, or power loss.
- Strong diagnostic and troubleshooting skills for HVAC and refrigeration faults.
- Ability to interpret mechanical and electrical schematics, technical manuals, and equipment specifications.
- Skilled in using HVAC tools, gauges, and diagnostic instruments for system inspection and repair.
- Good planning, time management, and prioritisation skills for handling multiple tasks and service requests.
- Effective communication and teamwork skills for coordinating with staff, contractors, and building occupants.
- Accurate record-keeping and basic computer skills for data entry and maintenance reporting.
- Commitment to safety, professionalism, and NCDC’s values in daily operations.
- Ability to identify and recommend energy-saving and performance improvement opportunities.
- Capacity to work independently and respond promptly to urgent or after-hours service requests.
- Minimum 5–7 years’ progressive experience in GIS or spatial data management
- At least 3 years in a supervisory or strategic leadership role
- Demonstrated experience managing enterprise GIS systems and spatial data infrastructure
