About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Technical Officer – Building Maintenance is a hands-on technical position within the Buildings & Facilities Branch of the Corporate Affairs Directorate. Based at City Hall in Waigani, the role reports directly to the Maintenance Coordinator and is responsible for the physical upkeep of all NCDC-owned and leased properties. This position involves a high degree of field-based work, requiring the officer to conduct inspections and perform repairs on building structures, fixtures, and fittings. The role requires a proactive professional who can work independently, respond effectively to urgent or after-hours issues, and maintain high standards of safety and workmanship in accordance with NCDC building codes.

Role Purpose

The primary purpose of this role is to ensure that NCDC’s buildings and facilities are maintained in a safe, functional, and presentable condition through regular inspections and timely repairs. The Technical Officer is tasked with executing minor construction and refurbishment works while also identifying and scoping larger, specialized projects that require external contractor support. By contributing to preventative maintenance programs and ensuring structural integrity, the role plays a vital part in protecting the Commission’s assets and supporting a high-quality working environment for all staff and visitors.

Key Responsibilities
  • Building Maintenance and Repairs: Carry out inspections, maintenance, and repair of building structures, fixtures, and fittings across NCDC facilities to ensure they remain safe, functional, and compliant with building standards and operational requirements.
  • Minor Works and Contractor Coordination: Undertake minor construction, refurbishment, and carpentry works, while identifying and scoping larger or specialised projects for contractor engagement, ensuring quality workmanship and adherence to NCDC procedures.
  • Safety, Compliance and Reporting: Apply OHS and building safety standards in all maintenance activities, maintain clean and secure worksites, and provide timely reports on building condition, repair works, and material usage to support effective facility management.
Education & Qualifications
  • Minimum: Trade Certificate or National Certificate (NC3 or equivalent) in Building Maintenance, Carpentry, Construction, or a related trade from a recognised institution.
  • Preferred: Additional certification in Occupational Health and Safety (OHS), Facilities Maintenance, or Project/Asset Management.
  • Must hold a valid PNG Trade Test Certificate (Carpentry/Building or related field).
  • Must hold a Driver’s License (minimum Class 3).
Skills & Knowledge
  • Strong understanding of general building construction, carpentry, painting, tiling, plastering, and masonry techniques.
  • Understanding of preventive and corrective maintenance methods for building structures, fixtures, and fittings.
  • Familiarity with PNG building codes, OHS regulations, and construction safety requirements.
  • Knowledge of repair and refurbishment procedures for office and commercial buildings.
  • Understanding of material estimation, measurement, and quality control processes.
  • Awareness of energy efficiency, sustainability, and waste management practices in building maintenance.
  • Basic knowledge of procurement and contractor coordination procedures.
  • Understanding of maintenance tracking software or digital work-order systems.
  • Awareness of emergency repair and response procedures during facility disruptions.
  • Strong technical and practical skills across multiple trades including carpentry, painting, and minor construction.
  • Ability to interpret building plans, drawings, and specifications.
  • Skilled in the safe use of hand tools, power tools, and building machinery.
  • Good planning, organisation, and prioritisation skills to manage multiple maintenance jobs.
  • Effective communication and teamwork skills for collaborating with colleagues, contractors, and facility users.
  • Accurate record-keeping and basic computer literacy for logging and reporting maintenance activities.
  • Commitment to safety, professionalism, and NCDC’s values in daily operations.
  • Ability to identify and recommend practical solutions for building repair and improvement.
  • Capacity to work independently and respond effectively to urgent or after-hours building issues.
Work Experience
  • Minimum of five (5) years’ practical experience in building, carpentry, or general facility maintenance..
  • At least two (2) years experience in a large facility, construction, or public-sector maintenance environment
  • Demonstrated experience in performing general building repairs, refurbishments, and minor construction works.
  • Experience working collaboratively with multidisciplinary maintenance teams and external contractor.
  • Experience ensuring compliance with OHS and building safety standards during maintenance and construction activities.
