About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
Reporting to the Design Engineer, the Technical Officer – Civil Design supports the preparation of civil engineering designs, drawings, and technical documentation for infrastructure projects across Port Moresby. The role assists in developing design layouts, quantities, and supporting data for roads, drainage, and related civil works, ensuring outputs are accurate and aligned with engineering requirements. It also supports coordination of design activities and documentation to enable projects to progress to procurement and construction.

Key Responsibilities
  • Assist in the preparation of civil engineering designs, drawings, and technical documentation
  • Support development of design layouts, plans, and preliminary concepts under engineer guidance
  • Process and review survey data and site information to support design development
  • Assist in preparation of quantities, cost estimates, and Bills of Quantities
  • Maintain accurate and organised design data, drawings, and documentation
  • Coordinate with drafting staff to ensure drawings align with engineering requirements
  • Support preparation of reports, specifications, and project documentation
  • Liaise with engineers, survey teams, and project staff to support design coordination
  • Ensure design outputs comply with engineering standards, guidelines, and NCDC procedures
  • Identify and report discrepancies in design data, inputs, or documentation
Education & Qualifications
  • Minimum: Diploma in Civil Engineering or a closely related field from a recognised institution.
  • Preferred: Bachelor’s Degree in Civil Engineering or a related discipline.
  • Preferred: Training or exposure to civil design software such as AutoCAD, Magnet Office, Civil 3D, or similar systems and valid class 3 drivers licence.
Skills & Knowledge
  • Basic knowledge of civil engineering principles related to roads, drainage, and infrastructure design
  • Ability to interpret engineering drawings, plans, and survey data
  • Understanding of quantities, measurements, and basic cost estimation for civil works
  • Familiarity with engineering standards and infrastructure design processes
  • Competence in Microsoft Office and basic use of design software (e.g. AutoCAD or similar)
  • Strong attention to detail in preparing and checking design data and documentation
  • Good communication and coordination skills when working with engineers and project teams
  • Ability to manage multiple tasks and meet deadlines across projects
  • Basic problem-solving skills to identify and report issues in design inputs
  • Professionalism, reliability, and commitment to quality and compliance
Work Experience
  • Relevant experience in civil engineering design, drafting, or infrastructure projects is desirable.
  • Exposure to engineering consultancy, construction, or government environments is an advantage.
  • Entry-level applicants or recent Bachelor graduates in Civil Engineering are encouraged to apply.
