About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Technical Officer – Electrical is a specialized technical position within the Buildings & Facilities Branch of the Corporate Affairs Directorate. Based at NCDC City Hall in Waigani, the role reports to the Maintenance Coordinator and is responsible for the hands-on installation, repair, and inspection of electrical systems and power equipment across all NCDC-owned and leased properties. This role involves the direct management of critical infrastructure including wiring, lighting, power outlets, generators, and UPS systems. The position requires a high degree of technical skill and the ability to work independently to resolve urgent electrical faults while maintaining strict adherence to PNG electrical regulations and safety standards.
Role Purpose
The primary purpose of this role is to ensure the continuous, reliable, and safe operation of electrical systems that support the daily functions of the Commission. The Technical Officer is tasked with delivering high-quality preventive maintenance and reactive repairs to minimize operational downtime and prevent electrical hazards. By identifying system improvements and scoping complex high-voltage works for external contractors, the role plays a vital part in enhancing energy efficiency and protecting the long-term integrity of NCDC’s technical assets.
Key Responsibilities
- Electrical System Maintenance and Reliability: Carry out inspections, repairs, and preventive maintenance of electrical systems, lighting, switchboards, and power equipment across NCDC facilities to ensure reliable and safe operation in compliance with technical standards and regulations.
- Operational Support and Coordination: Support the Maintenance Coordinator by maintaining accurate maintenance records, providing technical advice for contractor engagement, and ensuring tools, materials, and resources are used efficiently to deliver high-quality electrical services.
- Safety, Compliance and Reporting: Apply strict electrical safety and OHS practices in all works, maintain hazard-free environments, and provide timely reports on electrical faults, incidents, and energy performance to support effective facility management.
- Minimum: Trade Certificate or National Certificate (NC3 or equivalent) in Electrical Installation and Maintenance or a related electrical trade from a recognised institution.
- Preferred: Additional certification in Electrical Safety, Occupational Health and Safety (OHS), or Facilities Maintenance.
- Must hold a valid PNG Trade Test Certificate and Electrical Licence (minimum Class 1 or 2 as applicable).
- Must hold a Driver’s License (minimum Class 3).
- Strong understanding of electrical systems, switchboards, wiring, lighting, and power distribution.
- Knowledge of preventive and corrective maintenance practices for electrical systems and equipment.
- Familiarity with PNG electrical codes, building regulations, and OHS standards.
- Knowledge of generator and UPS system operation and maintenance.
- Understanding of energy efficiency, load management, and power conservation methods.
- Awareness of procurement and contractor engagement processes within a government setting.
- Basic understanding of maintenance tracking software or digital work-order systems.
- Understanding of safe isolation, lock-out/tag-out, and emergency response procedures.
- Awareness of environmental and sustainability principles related to electrical operations.
- Strong diagnostic and problem-solving skills for electrical faults and system issues.
- Ability to read and interpret electrical drawings, schematics, and load schedules.
- Skilled in using testing instruments, tools, and diagnostic equipment.
- Good planning and organisational skills to manage multiple maintenance jobs.
- Effective communication and teamwork abilities for coordinating with colleagues, contractors, and facility users.
- Accurate record-keeping and basic computer literacy for logging works and preparing reports.
- Commitment to safe work practices, reliability, and professionalism in all tasks.
- Ability to identify system improvements to enhance safety, performance, and energy efficiency.
- Capacity to work independently and respond effectively to urgent electrical faults.
- Minimum of five (5) years’ practical experience in electrical maintenance, repair, and installation.
- At least two (2) years experience in a large facility, construction, or public-sector environment
- Demonstrated experience in inspecting, maintaining, and repairing electrical systems and power equipment.
- Experience in generator and UPS system servicing and performance testing.
- Experience working collaboratively with multidisciplinary maintenance teams and external contractors.
