About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
Reporting to the Geotechnical Engineer, the Technical Officer – Geotechnical supports field investigations, data collection, and analysis relating to soil, rock, and ground conditions for infrastructure projects across Port Moresby.
Role Purpose
The role assists in carrying out geotechnical surveys, sampling, and testing at a Registered PNGLAS testing laboratory, and contributes to the preparation of technical data, drawings, and reports used to assess ground conditions and support safe and appropriate engineering design. This includes supporting site inspections, maintaining accurate records, and ensuring data is reliable for engineering and planning purposes. By providing accurate field data and technical support, the role contributes to the delivery of geotechnical assessments that enable safe, compliant, and sustainable infrastructure development across Port Moresby.
Key Responsibilities
- Assist in conducting geotechnical field investigations, including soil and rock sampling, testing, and site inspections
- Support setup and operation of field equipment used in geotechnical investigations
- Accurately record field data, observations, and test results
- Assist in processing, organising, and maintaining geotechnical data and documentation
- Support basic analysis and interpretation of geotechnical data under supervision
- Assist in preparation of geotechnical reports, drawings, and supporting documentation
- Maintain organised records and filing systems for data, reports, and test results
- Coordinate with engineers, survey teams, contractors, and stakeholders during investigations
- Assist in maintaining and managing geotechnical equipment and resources
- Ensure all activities comply with safety standards, technical guidelines, and NCDC procedures
- Minimum: Diploma in Geotechnical Engineering, Civil Engineering, and Valid Driver’s License (min. class 3).
- Preferred: Degree in Civil Engineering, Geotechnical Engineering,
- Preferred: Additional training or certification in geotechnical investigation methods, laboratory testing, or field survey techniques
- Basic knowledge of geotechnical engineering principles, including soil and rock behaviour
- Understanding of field investigation methods such as sampling, testing, and data collection
- Familiarity with engineering drawings, plans, and technical documentation
- Ability to accurately record and manage data and observations
- Strong attention to detail and commitment to data accuracy and quality
- Basic problem-solving skills to identify issues in fieldwork and data collection
- Good communication and teamwork skills when working with engineers and project teams
- Ability to work in both field and office environments and adapt to varying site conditions
- Competence in Microsoft Office and willingness to learn technical software and tools
- Strong commitment to safety, professionalism, and compliance with standards and procedures
- Relevant practical experience in geotechnical investigations, construction, surveying, or engineering support roles is desirable.
- Experience working in field-based environments or supporting infrastructure or development projects is an advantage.
- Entry-level applicants or recent graduates with appropriate qualifications are encouraged to apply.
