About the National Capital District Commission (NCDC)
The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.
Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.
As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.
About the Role
The Technical Officer – Plumbing and Water is a specialized technical position within the Buildings & Facilities Branch of the Corporate Affairs Directorate. Based at NCDC City Hall in Waigani, the role reports directly to the Maintenance Coordinator and is responsible for the hands-on installation, maintenance, and repair of plumbing and water infrastructure across all NCDC-owned and leased buildings. This role involves the direct management of water supply lines, sanitation facilities, and drainage networks. The position requires a high degree of technical skill and the ability to work independently to resolve urgent leaks or sanitation issues while maintaining strict adherence to safety standards and building codes.
Role Purpose
The primary purpose of this role is to ensure the continuous, reliable, and safe operation of water and sanitation services that support the daily functions of the Commission. The Technical Officer is tasked with delivering high-quality preventive maintenance and reactive repairs to minimize operational downtime and prevent health hazards related to plumbing failure. By identifying system improvements and scoping complex or large-scale works for external contractors, the role plays a vital part in enhancing water efficiency and protecting the long-term integrity of NCDC’s facilities.
Key Responsibilities
- Plumbing and Water System Maintenance: Carry out inspections, repairs, and preventive maintenance of plumbing, water supply, sanitation, and drainage systems across NCDC facilities to ensure reliability, safety, and compliance with technical standards.
- Operational Support and Coordination: Support the Maintenance Coordinator in planning and prioritising works, maintaining accurate maintenance records, providing technical advice for contractor engagement, and ensuring resources, materials, and tools are effectively used.
- Safety, Compliance and Reporting: Apply OHS and PNG plumbing regulations in all works, maintain safe and clean worksites, and provide timely reporting on maintenance activities, leaks, incidents, and water usage to support effective facility management.
- Minimum: Trade Certificate or National Certificate in Plumbing and Water Supply, Building Services, or a related field from a recognised institution.
- Preferred: Additional certification in Occupational Health and Safety (OHS), Facilities Maintenance, or Project/Asset Management, and
- Must hold a valid PNG Trade Test Certificate and Plumbing Licence (where applicable).
- Must hold a Driver’s License (minimum Class 3).
- Sound knowledge of plumbing systems, water supply networks, sanitation, and drainage systems.
- Understanding of preventive and corrective maintenance practices.
- Familiarity with PNG plumbing codes, building regulations, and OHS requirements.
- Knowledge of water leak detection, usage monitoring, and conservation techniques.
- Awareness of procurement processes and contractor engagement procedures.
- Basic understanding of maintenance tracking software or digital work-order systems.
- Understanding of safe work methods in confined spaces, at heights, and around utilities.
- Knowledge of environmental and sustainability practices in water and waste management.
- Awareness of emergency response procedures for burst pipes, flooding, or contamination incidents.
- Strong technical and diagnostic skills to identify and resolve plumbing and water-related faults.
- Ability to interpret plumbing drawings, technical manuals, and schematics.
- Good planning, time management, and prioritisation skills for managing multiple jobs.
- Effective communication and teamwork skills for working with colleagues, contractors, and facility users.
- Accurate record-keeping and basic computer skills for job logging and reporting.
- Commitment to safety, professionalism, and NCDC’s core values in daily operations.
- Ability to work independently and make sound technical decisions in the field.
- Skill in identifying opportunities for service improvement and preventive maintenance planning.
- Minimum of five (5) years’ practical experience in plumbing and water maintenance, installation, and repair.
- At least two (2) years experience in a large facility, construction, or public-sector environment
- Demonstrated experience in inspecting, maintaining, and repairing plumbing, drainage, and sanitation systems.
- Experience working alongside multidisciplinary maintenance teams and external contractors.
