About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Technical Officer (Development Engineer) is a technical support position within the Development Engineering Branch of the Engineering & Infrastructure Division. Based at NCDC City Hall in Waigani, the role operates under the direct supervision of the Civil Engineer and involves working in a high-pressure environment to meet strict deadlines. The position requires proficiency in CAD software and a strong analytical mindset to assist in the review of complex engineering drawings and designs. As a key member of the Planning & Development team, the Technical Officer must maintain high levels of confidentiality, honesty, and professional integrity while supporting the delivery of quality urban infrastructure.

Role Purpose

The primary purpose of the Technical Officer (Development Engineering) is to support the Civil Engineer in the assessment of development applications by collecting and analyzing technical data and measurements. The role focuses on reviewing engineering drawings and plans to ensure they comply with established rules, regulations, and standards for urban development. By providing detailed reports and technical comments, the Technical Officer contributes to a "better design agenda" that ensures the safety, amenity, and functional quality of life for the community in the National Capital District.

Key Responsibilities
  • Data collection and interpretation – Assist the Civil Engineer to collect, interpret and analysis measurements and design plans, load calculations, and other civil/structural engineering considerations as part of development application review and assessments.
  • Compliance – ensure that development applications are compliant with all statutory rules, laws, legislations, codes and standards relating to engineering design.
  • Collaboration and communication within NCDC Planning & Development team – engage and consult with Divisional staff during the examination and review of development submissions to ensure they support NCDC’s goals in achieving a safe, healthy, clean, planned and productive Port Moresby.
Education & Qualifications
  • Bachelor in Civil Engineering or equivalent from Nationally recognized Institution
  • Membership with Institution of Engineers PNG Inc./ PNG Institute of Architecture
  • Additional qualifications in CAD, or other relevant qualifications will be highly desirable
  • Driver license desirable
Skills & Knowledge
  • Knowledge in drafting and design
  • Knowledge of CAD and digital drawing design software
  • Knowledge of a number of Acts and Regulations including, but not limited to: PNG Building Regulation (1994) (Ch 301), PNG Fire Code, PNG Physical Planning Act (1989), PNG Physical Planning Regulations (1990)
  • National Capital District Commission Act (2001)
  • High level computer literacy, including competency in collating and analysing technical information, use and interpretation of CAD software and GIS products.
  • Experience in the review of detailed and accurate electrical design plans & technical reports.
  • Excellent report writing skills with ability to self-check and product accurate reports.
  • Have excellent mathematical, statistical and problem-solving skills, with a highly analytical mindset and attention to detail.
  • Strong communication and interpersonal skills to collaborate and support staff with fairness, sensitivity, tact, discretion and confidence.
  • Ability and willingness to work as part of a team and provide a consistently high level of service and output.
  • Ability to meet demands and deadlines, work under high pressure, maintain confidentiality, be organized, self-disciplined, motivated, honest and reliable.
  • Must be dedicated to the advancement of NCDC, its goals and vision for Port Moresby
Work Experience
  • Minimum of one three (3) year experience in a civil engineering capacity
  • Minimum of one three (3) year experience with using CAD design or relevant software.
