We are currently looking for suitable, qualified, experienced, and highly motivated professional to fill the role of Technical Specialist- Environment, Climate Action and DRR to be based in Port Moresby, National Capital District.
PURPOSE OF THE POSITION
The purpose of this position is to ensure that STOP TB Western and AIHSS projects meet WV's quality standards for monitoring, accountability, evaluation, and learning across the Western Province of Papua New Guinea. The Senior MEAL Officer will oversee the systematic collection and analysis of objectively verifiable evidence to monitor the project's progress in meeting the objectives of the World Vision Papua New Guinea strategic plan.
MAJOR ROLES AND RESPONSIBILITIES
Technical
- Provide technical implementation guidance for all projects under the portfolio
- Review relevant projects technical implementation performance and support the responsible project staff to develop action plans where the projects are impacted
- Facilitate regular technical reflections, share knowledge and learning within the Grant teams with regards program implementation, improvements and adaptation
Grant Acquisition, Development and Management
- Provide technical support to Program Development GAM team for resource development of new grants; which may entail networking and engagement with potential donors.
- Support the inception and consolidation process for new grants. This may entail engagement with Support Offices and Donors.
Program Quality
- Support and provide inputs to Technical Portfolio Managers and staff for improvements to project progress to meet high quality performance expectations
Reporting
- Assist Project Staff to generate good quality reports (both narrative and financials), submitted in time to the WV Support Offices and donor.
Partnership & Stakeholder Engagement
- Be part of the external coordination and engagement with other implementing partners and donors
- Identify potential funding opportunities and conduct donor research and relationship building
Risk Management and Compliance
- Ensure updated risk register with updated management actions
EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE
- Bachelor in Science – including climate, environment, agriculture, forestry, or other relevant disciplines is required.
- 5 years working experience with projects related and targeted to climate change, environmental, marine science
- Strong project management with experience to manage donor grants
- Various Donor Compliance and Reporting – MFAT, EU, DFAT.USAID
- Strong grant management
- Good working knowledge of statistical packages (Excel, etc.) is required
- Excellent knowledge of ODK database
- Ability to work effectively under pressure
- Organization, planning, and time management skills
- Detail-oriented and able to verify data quality
- Stays open to internal and external feedback
- Good contextual knowledge of the local community and social/cultural constraints, realities, and organizational relationships
- High-level communications skills
- Ability to build positive relationships in a cross-cultural environment
