About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role

The Ward Environmental Health Officer (MNW) operates in a multifaceted environment that combines office administration with active fieldwork in diverse community settings. The role is characterized by high-impact operational duties, including conducting routine inspections of premises to verify compliance with food safety, housing standards, and licensing requirements. Furthermore, the officer is responsible for investigating environmental health hazards, performing technical sampling and testing of substances, and issuing infringement notices when non-compliance is identified. Administrative accountability is also a key component, requiring the officer to maintain accurate records of all investigations and participate in the development of departmental activity work plans.

Role Purpose

The primary purpose of this role is to assist in the enforcement of environmental health legislation and policies within a designated electorate to protect the public from health hazards. By providing expert advice and guidance to residents and businesses, the officer facilitates a culture of compliance with NCDC By-Laws and national regulations. The role is essential for the implementation of environmental monitoring and pollution control programs designed to address complex community issues such as sanitation and waste management. Ultimately, the position exists to bridge the gap between regulatory standards and community practice, driving the Commission’s vision of a healthier living environment and fostering long-term environmental sustainability for the people of Port Moresby.

Key Responsibilities
  • Routine inspections – Conduct routine inspection of premises to ensure compliance with environmental health legislation, including but not limited to food safety, pollution control, housing standards, and licensing requirements.
  • Investigate complaints – Investigate complaints and incidents related to environmental health hazards promptly and thoroughly, taking appropriate actions as necessary to address the concerns and ensure rectification of environmental health hazards.
  • Filing and record Management – Maintain accurate records of inspections, investigations, and enforcement actions, ensuring compliance with confidentiality and data protection.
Education & Qualifications
  • Bachelor’s degree in Environmental Health &/or science, Public Health, or related field.
  • Registered under the Medical Board highly desirable
  • Class 3 (Driver’s License)
Skills & Knowledge
  • If not already held, to acquire a knowledge of Laws including (but not limited to): Public Health Act, Food Sanitation Act, Environmental Containment Act, Informal Control Development Control Act, Public Service (Management) Act (2014), National Capital District Commission Act (2001)
  • Testing techniques, environmental health investigations and methodologies
  • Strong communication and interpersonal skills, honest, reliable.
  • Self-driven, disciplined, organized, motivated and able to work with minimal supervision.
  • Ability to follow instructions, work independently and collaboratively in a team.
  • Can meet deadlines, work under high pressure, maintain confidentiality, and be organized.
  • Commitment to upholding high standards of professional conduct and integrity in all aspects of work.
  • Flexibility and adaptability in responding to changing priorities and evolving environmental health challenges.

Work Experience
  • A minimum of two (2) years’ experience working in environmental health &/or public or private health, or a related field is essential.
  • Experience in conducting environmental health inspections, investigating complaints &/or
