About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.


About the Role

The Website and User Experience Officer manage, maintains, and improves NCDC’s public-facing website and digital user experience to ensure information is clear, accurate, accessible, and easy to navigate. The role focuses on presenting NCDC services, programs, announcements, and public information in a way that meets community needs, supports transparency, and reflects NCDC’s corporate identity and communications standards. Working within the Corporate Communications and Engagement Branch, the position collaborates with communications staff and internal branches to structure content, improve usability, and ensure the website remains current, user-friendly, and aligned with approved messaging. The role does not perform technical IT system administration but provides communications-led oversight of website content, layout, navigation, and user experience to support effective public engagement and access to NCDC information and services.

Role Purpose

Reporting to the Manager – Corporate Communications and Engagement, the purpose of the Website and User Experience Officer is to ensure NCDC’s digital presence is informative, accessible, and aligned with corporate communications standards. This is achieved by managing website content, coordinating with internal branches, improving user experience, monitoring performance, and maintaining accurate records of updates and publications. The role contributes to effective public engagement, transparency, and service delivery while upholding NCDC’s standards for clarity, consistency, and accessibility.

Key Responsibilities
  • Manage and maintain NCDC’s website content, ensuring it is accurate, clear, accessible, and aligned with corporate messaging, while collaborating with internal branches to publish consistent and approved information.
  • Improve user experience and accessibility by optimizing website layout, navigation, and usability, responding to user feedback, and supporting digital services such as online forms, payments, and feedback channels.
  • Monitor website performance, maintain accurate records, report on activities and improvement opportunities, coordinate digital content publishing, and ensure compliance with NCDC branding, communications standards, and procurement processes.
Education & Qualifications
  • Minimum: Grade 12 Certificate plus Diploma in Communications, Digital Communications, Public Relations, Media, Marketing, User Experience, or a related field.
  • Preferred: Bachelor’s degree in Communications, Digital Media, User Experience, Marketing, Public Relations, or a related field.
  • Preferred: Relevant short courses or training in website content management, user experience design, accessibility, or digital communications.
Skills & Knowledge
  • Website Content Management: Practical knowledge of managing and updating website content within a public-sector or corporate environment.
  • User Experience Principles:Understanding of basic user experience concepts, including navigation, readability, and content structure.
  • Digital Accessibility:Awareness of accessibility considerations to ensure website content is usable by a wide range of users.
  • Public Sector Communications:Understanding of public-sector communications standards, approvals, and reputational considerations.
  • Online Service Awareness: Awareness of how websites support online services such as payments, feedback, and service requests.
  • Communication Skills: Clear written communication skills, with the ability to edit and present information in plain language
  • Content Management Skills: Ability to organise, publish, and maintain website content accurately and consistently.
  • User-Focused Thinking: Ability to view content from a user perspective and identify improvements to clarity and usability.
  • Organisational Skills: Ability to manage multiple content requests and deadlines.
  • Collaboration Skills: Ability to work effectively with communications colleagues, internal branches, and ICT staff.
  • Attention to Detail: Care and accuracy in reviewing and publishing public-facing information.
  • Professional Conduct: Demonstrated integrity, discretion, and professionalism in handling public information.
  • Dedication to the advancement of NCDC, its goals, vision, and the development of Port Moresby.
Work Experience
  • Minimum of 2–3 years’ experience in website content management, digital communications, user experience support, or a related role.
  • Experience working with content management systems and supporting public-facing digital platforms is desirable.
