About the National Capital District Commission (NCDC)


The National Capital District Commission (NCDC) is the statutory authority responsible for governing and managing Papua New Guinea’s capital city, Port Moresby.

Unlike other parts of PNG that fall under provincial administrations, Port Moresby sits within a unique administrative area – the National Capital District (NCD) established under its own Act of Parliament. The NCDC is mandated to plan, manage, regulate and shape the capital city on behalf of its residents, communities, and the nation as a whole.

As the gateway to Papua New Guinea, Port Moresby plays a critical national role. The NCDC’s responsibilities extend beyond routine municipal services to include city-wide planning, regulation, infrastructure coordination, social development, and institutional reform in a rapidly growing and complex urban environment.

About the Role
The Waste Management Officer (WMO) – Waste Disposal & Illegal Disposal oversees daily waste disposal operations at Baruni Dump and leads NCDC’s response to illegal dumping across the National Capital District. The role involves supervising staff and contractors, monitoring operational risks, ensuring compliance with environmental, health, and safety standards, and coordinating community engagement and enforcement actions to maintain clean and safe communities.

Role Purpose
To ensure the safe, efficient, and compliant management of waste disposal operations, reduce illegal dumping, and improve community cleanliness through proactive monitoring, stakeholder coordination, staff supervision, and continuous operational improvements.

Key Responsibilities
  • Waste Disposal Oversight: Supervise daily operations at Baruni Dump, including safe unloading, traffic flow, waste compaction, and contractor activities.
  • Illegal Dumping Response: Monitor citywide illegal dumping, plan clean-ups, deploy teams or contractors, document incidents, and support enforcement actions.
  • Operational Reporting & Compliance: Maintain accurate records of disposal operations and illegal dumping incidents, submit timely reports, and recommend improvements.
  • Safety & Environmental Monitoring: Conduct inspections to identify hazards, ensure PPE use, manage environmental risks, and escalate issues requiring intervention.
  • Contractor Management: Coordinate with contractors on attendance, machinery, and operational compliance, monitor performance, and recommend corrective actions.
  • Staff Supervision & Task Planning: Support planning, delegation, and guidance to Supervisors and field teams to ensure efficient and compliant operations.
  • Community & Stakeholder Engagement: Liaise with residents, local leaders, and internal teams to address concerns, promote responsible waste practices, and support public awareness campaigns.
  • Service Planning & Continuous Improvement: Identify operational bottlenecks, safety risks, and service gaps, providing recommendations for improvements.
  • Procurement Support: Obtain quotes, prepare purchase requests for operational resources, and monitor resource usage in line with budgets.
  • Professional Conduct & Development: Participate in training, capacity-building, and appraisal processes while upholding NCDC’s values of professionalism, integrity, collaboration, and service excellence.
  • Other Duties: Perform additional tasks as assigned by managers or the City Manager to support waste management operations.


Education & Qualifications
Minimum:
  • Bachelor’s degree in Environmental Health, Environmental Science, Waste Management, Public Health, or a related environmental or sustainability discipline.
Preferred:
  • Additional training or certification in waste operations, public health sanitation, OHS, environmental compliance, or community awareness.
  • Highly desirable: Valid Driver’s Licence (minimum Class 3).

Skills & Knowledge
  • Strong understanding of waste disposal operations, including landfill/dump management, waste flows, compaction, cover procedures, and disposal-site safety requirements.
  • Knowledge of illegal dumping behaviours, common hotspot patterns, and environmental/public health risks associated with abandoned waste.
  • Familiarity with NCDC waste management policies, Public Health Act requirements, environmental protection standards, and safety regulations governing disposal-site operations.
  • Awareness of machinery operations at disposal sites, including loaders, compactors, excavators, and traffic management considerations.
  • Understanding of environmental risks such as odour, fire, pests, drainage issues, erosion, smoke, and pollution, and appropriate mitigation measures.
  • Strong operational coordination and site-monitoring skills for supervising disposal-site and illegal dumping activities.
  • Effective communication and stakeholder engagement skills for interacting with contractors, communities, regulators, and internal NCDC teams.
  • Good organisational and planning skills to prioritise daily disposal and illegal dumping tasks efficiently.
  • Ability to prepare clear operational records, inspection notes, incident reports, and enforcement-related documentation.
  • Ability to identify hazards, assess risks, and apply safe work practices in high-risk waste environments.
  • Dedicated, reliable, and committed to supporting NCDC’s waste management objectives and service standards.
Work Experience
  • At least 1–2 years experience in waste disposal operations, environmental services, public health inspection, waste management fieldwork, or related operational roles.
  • Experience supervising contractors, working at landfill or disposal sites, or managing high-risk waste-handling environments is an advantage.
