Woman’s Economic Empowerment & livelihood Officer – THRIVE Project

CARE International in PNG is seeking a qualified and experienced Project Officer to support the effective coordination and implementation of the Transforming Health, Resilience, and Inclusion through Village Empowerment Program. CARE is implementing the THRIVE Project in Upper Bena Rural LLG, Eastern Highlands Province, to improve community health, well-being and resilience. The project focuses on safe water, hygiene and sanitation, maternal well-being and women’s economic resilience, responding to community – identified priorities such as unsafe water access, water-related illness, limited health access and livelihood security.

The Project Officer (WEE and Livelihood) will support community mobilisation, activity facilitation, data collection, participant follow – up and day-to-day field coordination to ensure activities are delivered safely, respectfully and in line with CARE’s standards for safeguarding, GEDSI, accountability and do-no-harm programming.

The Project Officer will support field implementation of the THRIVE project by working directly with communities, local stakeholders and project participants to deliver inclusive health promotion, hygiene and sanitation awareness, maternal well-being support, VSLA activities, financial literacy and women’s livelihood strengthening.

This role is based in Goroka and will require travel to field sites in Upper Bena LLG, Unggai Bena District in Eastern Highlands Province.

EXPERIENCE AND QUALIFICATIONS:

  • Relevant qualification in public health, community development, gender and development, social sciences, project management, rural development or related field.
  • At least 2 to 3 years of experience supporting community-based development, , livelihoods, gender or women’s economic empowerment projects
  • Experience facilitating community awareness sessions, training, mobilisation, household engagement or group-based activities in rural communities
  • Experience working with community leaders, women’s groups, youth groups, churches, health workers, volunteers, local government stakeholders or community-based organisations
  • Basic understanding of gender equality, disability and social inclusion, safeguarding, protection, accountability and community - led development principles
  • Experience supporting VSLAs, financial literacy, health promotion, hygiene and sanitation or livelihood activities will be an advantage

CORE COMPETENCIES

  • Good facilitation, communication, community mobilisation and interpersonal skills
  • Ability to work respectfully and effectively with diverse community members, including women, young people, older people and people with disabilities
  • Good organisational skills and ability to support field activity planning, logistics and documentation.
  • Ability to work as part of a team and follow agreed workplans, procedures and reporting requirements
  • Ability to travel and work in rural and remote communities, including under challenging field conditions
  • Commitment to CARE’s values, safeguarding standards, gender equality, inclusion and accountability to communities
