The Role

Your core mission is to support the delivery of national content and workforce localization commitments across operations and contractors. You will be directly responsible for coordinating structured workforce plans, managing accredited training provider relationships, and utilizing workforce management systems to maintain accurate, audit-ready data tracking.

Main duties include:

• Recruitment and Workforce Planning: Establish and maintain a robust end-to-end process that enables timely, effective hiring to meet current and future business needs.
• Workforce Development & Training Delivery: Coordinate the implementation of approved workforce initiatives, capability assessments, and technical/vocational training programs through accredited providers.
• National Content & Stakeholder Engagement: Maintain effective relationships with government bodies, regulators, joint venture partners, and EPC contractors to ensure complete alignment with local workforce obligations.
• Workforce Data Management: Maintain accurate data tracking in company systems (including headcounts, localization rates, training hours, and worker categories) and analyze metrics to support decision-making.
• Program Coordination & Monitoring: Coordinate logistics, training schedules, and contractor participation while tracking progress against national content targets and identifying performance risks.
• Governance, Compliance & Assurance: Support compliance with national content legislation and project agreements, maintaining robust documentation and audit trails for internal and external audits.
• HSE Commitment: Demonstrate active personal commitment to HSSE policies, ensuring all activities and training delivery comply with relevant statutory and company safety standards.

Qualification and Experience:

• Bachelor’s Degree in Human Resources or a related discipline; a Diploma of Leadership Coaching or ICF certification is highly advantageous.
• Bachelor’s Degree in Human Resources, Business Administration, or a related discipline.
• 5+ years of experience in workforce development, training coordination, or HR programs specifically within the oil & gas, LNG, or mining sectors.
• Proven capability in implementing structured workforce plans and managing complex interfaces across contractors, EPCs, and training institutions.
• Advanced proficiency and reporting rigour in data management systems, with a demonstrated ability to analyze metrics and generate audit-ready compliance reports.
• Strong working knowledge of national content frameworks and relevant local regulatory obligations.
